Private public partnership, through project finance, concerning the management and regulatory adaptation of the public lighting system of the city of Gorgonzola aimed at achieving the best energy efficiency, with the supply of electricity and with the execution of certain interventions on municipal buildings , as better described in the tender documents and briefly described in the following point II.2.4).

The services subject to the assignment consist of:

a) implementation of the regulatory adaptation, redevelopment and energy efficiency of public lighting systems in accordance with the provisions of the executive project, including assistance in the management of works, safety coordination, work accounting and assistance to the testing;

b) performance of requalification and energy efficiency measures to be carried out on certain municipal buildings, in compliance with the provisions of the executive project, including work assistance, safety coordination, work accounting and testing assistance ;

c) management of public lighting systems which includes the running of the plant, ordinary, preventive and extraordinary maintenance, periodic verification of the plants and a periodic consumption report (which must be in accordance with the management project, the specifications forming part of the project based on tenders and Ministerial Decree 28.3.2018);

d) supply of electricity for powering public lighting systems (which must comply with the characteristics referred to in chapter 4.5.3 of the DM 28.3.2018);

e) elaboration of a census of public lighting systems of at least level 2 - as defined in sheet 2 attached to the Ministerial Decree 28.3.2018 (chapter 4.3.1. of Ministerial Decree 28.3.2018);

f) presentation of the evaluation of the performance indices ex ante and ex post, in accordance with the provisions of chap. 4.3.3) of Ministerial Decree 28.3.2018;

g) presentation, on an annual basis, of the material balance in chap. 4.5.4) of the DM 28.3.2018;

h) presentation, on an annual basis, of a report on the management of the service and on the performance of the plant, having the contents envisaged by chap. 4.5.5) of the DM 28.3.2018;

i) supply and installation, in places agreed with the administration, of specific plates / posters informing the public that the lighting service is provided in compliance with environmental criteria defined by the Ministry of the Environment. Similar information must be provided by the contractor through his own website (chapter 4.5.6) of Ministerial Decree 28.3.2018);

j) definitive and executive design of the regulatory adaptation and requalification and energy efficiency improvement of public lighting, in compliance with the feasibility project and the technical offer presented (the design must respect the characteristics of chap. 4.3.4) and 4.3 .5) of the DM 28.3.2018);

k) final and executive design of the redevelopment and energy efficiency works to be carried out on some municipal buildings, in accordance with the feasibility project and the technical offer presented;

l) performance of all activities aimed at guaranteeing the achievement of all the authorizations, clearances and consent documents, however called, required for the construction and management of the plant.
