Flood hazard maps and flood risk maps for the Urft, the Olef, the Kallbach, the Platißbach and the Reifferscheider Bach

On behalf of the District Government of Cologne, flood hazard maps and flood risk maps are to be drawn up in accordance with Article 6 of Directive 2007/60/EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risks (EC-HWRM-RL) [1] for the Urft, the Olef, the Kallbach, the Platißbach and the Reifferscheider Bach (hereinafter referred to as the Urft-Olef water system) for the water sections mentioned in Chapter 2.1.

For this purpose, the flood plains must be determined for at least one flood of low probability (scenario HQextreme), medium probability (scenario HQ100) and high probability (scenario HQfrequent, usually HQ10) for the preparation of the flood hazard maps. For the above-mentioned scenarios, the water depths, the water levels and the flow velocities must also be calculated. In addition, maps for the identified flood areas of the hundred-year flood are to be drawn up for the participation procedure for the formal determination of the flood plain and for publication in the Official Journal.

As part of the preparation of the flood risk maps, the number of potentially affected inhabitants, the type of economic activity in the potentially affected area, the affected IED installations and the potentially affected protected areas for the scenarios must be identified. Furthermore, according to Article 6, paragraph 5d of the EC HWRM DIRECTIVE [1], further information on other significant sources of pollution may be provided.
