The contract covers a design mission for the development of a Gewestelijk ruimtelijk uitvoeringsplan (GRUP) and a Master Plan (PAD) for the defense zone with design study and corresponding RIE. The site "Defense" is located along the Boulevard Leopold III in Evere and is partly in the territory of the Brussels-Capital region and partly on that of the Flemish region.

The contract covers a design mission in the framework of the development of a Gewestelijk ruimtelijk uitvoeringsplan (GRUP) and a Master Plan (PAD) for the "Defense" zone with design study and corresponding RIE.

The overcrowded La Défense site (90 ha), located east of Brussels, along Boulevard Leopold III in Brussels city, Evere and Zaventem and is partly in the territory of the Brussels-Capital region and partly on that of the Flemish region. Indeed, the NATO headquarters having moved on the other side of Boulevard Leopold III and Defense wanting to have a new more compact headquarters at the corner of the plot, 1 large space is free. An opportunity to develop 1 new mixed neighborhood, 1 metropolitan landscaped park and an ecological corridor including a forest area of min. 20 ha. Various studies and preparatory research have already been carried out. The two regions, Brussels and Flanders, now want to set the planning framework for this urban development.

The mission is composed of 3 parts:

- Part 1: starting note, scoping note and overall strategic vision,

- part 2: PAD and GRUP,

- part 3: consulting mission by design, throughout the process.

The two regions are therefore looking for a multidisciplinary and bilingual team (architect-urban planner, landscape architect, expert in ecology, mobility expert, RIE expert), in charge of the development of the planological framework.
