The subject of the contract is to perform the duties of an investor supervision inspector over the execution of construction works as part of the task: "Construction of pipe culverts on the Dobrzanka stream and its tributaries, with pipe insurance at culverts and reconstruction of road surfaces, passages through the Dobrzanka stream, strengthening of the Dobrzanka stream shore in the form of stone edging ”. The contract includes investor supervision over the construction of 6 pipe culverts for arched objects with greater light in the Dobrzanka stream and its tributaries, the construction of 4 fords crossing the Dobrzanka stream, and the implementation of 7 fortifications of the Dobrzanka stream shore.
The supervision inspector will perform investor's supervision in the scope resulting from the applicable provisions of the Act of 7 July 1994 Construction Law (consolidated text: Journal of Laws of 2019, item 1186 as amended) - art. 25 and 26 and implementing rules, in particular he will represent the investor at the construction site.
The scope of services includes, among others:
a) analysis of technical documentation, arrangements and decisions to identify problems and take remedial action.
b) participation in the report transfer of the construction site to the Contractor of construction works,
c) exercising control over the compliance of the investment with the project, building permit, contract, industry provisions and standards as well as the principles of technical knowledge,
d) verification of the construction works schedule submitted by the Contractor for construction works and submission of applications and comments to the Employer,
e) supervision of the timeliness of construction works in accordance with the construction works schedule approved by the Employer,
f) checking the quality of works performed, embedded building elements, and in particular preventing the use of defective equipment and construction products that are not allowed for circulation and use in construction,
g) checking and acceptance of construction works that are covered or disappearing, and confirmation of works actually carried out and removal of defects,
h) settlement of investments in the financial and material scope, broken down into individual building structures, in particular verifying, analyzing and checking the correctness of documents submitted by the Contractor in order to receive construction works related to the implementation of the investment and starting payments,
i) reporting to the Investor the need for the contractor to carry out replacement and additional works (without the consent of the Employer, the Contractor is not authorized to issue the Contractor with construction orders to carry out replacement and additional works),
j) checking and verifying the contractor's cost estimates for replacement and additional works,
k) controlling the progress of construction works, and in the event of irregularities, submitting relevant applications to the Employer,
l) controlling the correctness of keeping the construction log and making entries in it stating all the circumstances relevant to the proper performance of the works,
m) checking the transitional and final measurements, cost estimates issued by the Contractor for construction works and their approval,
n) checking the quality and completeness of as-built documentation, attestations, quality certificates and test results of the materials used, required certificates of the competent authorities, etc. (checking the documents submitted by the Contractor and their approval),
o) ensuring the implementation of the remaining obligations of the Contractor and the Employer's rights arising from the contract with the Contractor of construction works, within the scope of his powers, as an investor supervision inspector,
p) resolving, with the participation of the Employer, any problems related to the implementation of construction works not included in the documentation, but affecting the increase in the cost of works and the deadline for implementation,
q) ensuring that the state of works and the construction site are secured for a break in the construction process to the extent that events that do not result in damages to the Employer will occur,
r) agreeing with the Employer and the person exercising the author's supervision of any possible changes and deviations from the original design documentation,
s) organization or making (in agreement with the Employer) partial, final, warranty and post-warranty acceptance,
t) photographic documentation of the construction process,
u) handing over objects for use,
v) other obligations agreed with the Employer or arising in the course of carrying out the works necessary for the proper conduct of the construction process
