The tenderer (economic operator) must, via the CTM system (see point VI.3) Additional information) submit the single European tender document (ESPD) as preliminary evidence of the circumstances mentioned in section 148 of the Tendering Act. An economic operator who participates alone and does not rely on the capacity of other entities to meet the selection criteria must only complete one ESPD. An economic operator who participates alone but relies on the capacity of one or more other entities must ensure that the contracting entity receives its own ESPD together with a separate ESPD containing the relevant information for each of the entities on which it is based. When groups of economic operators, including temporary associations, participate in the tendering procedure together, a separate ESDP must be completed for each of the participating economic operators with the information required in Part II-V.
The ESPD document attached to the offer is submitted by completing the following items in the ESPD:
