Contracting authorities and clients in this tender are the individual municipalities:
municipality of Buren, Culemborg, Neder-Betuwe, Maasdriel, Tiel, West Betuwe and Zaltbommel.
Reason and purpose of the tender
The purpose of this tender is to conclude seven (7) framework agreements (one agreement per client) with one supplier for the supply, service and maintenance of stairlifts. Stairlifts delivered before the commencement date of this agreement will remain under maintenance with the relevant supplier (s).
A reservation is made not to award if the budgetary consequences of this tender do not fit within the budget of the client concerned. The Tenderer agrees that the use of this reservation has no consequences for the offer for other participants.
This tender is supervised on behalf of the contracting authority by Region Rivierenland, Team Purchasing, located in Tiel.
Tender introduction
The current agreement between the municipalities of Buren, Culemborg, Maasdriel, Neder-Betuwe, Tiel, West Betuwe and Zaltbommel for the supply and maintenance of stairlifts is coming to an end. With this tender, the municipalities want to conclude a new framework agreement with a single supplier of stairlifts. The agreement is scheduled to go into effect on 1.1.2021.
Description of the assignment
The clients want to conclude one framework agreement per individual client with one supplier for the supply, service and maintenance of stairlifts. Stairlifts delivered before the commencement date of this agreement will remain under maintenance with the relevant supplier (s).

The description in the schedule of requirements concerns both new and reused (re-supplied) stairlifts. It is up to the contractor to determine whether a new or a used (re-supplied) stairlift will be installed at the client's site. This makes no difference in price for this tender. The Contractor must, however, always provide a full warranty on each installed stairlift and guarantee a lifespan, including preventive and corrective maintenance of ten years.
The method
The client and contractor will make further work agreements about the working method. These are recorded by the contractor in a work agreement book. The work agreement book will be established by the parties no later than 1.3.2021.
In the expected procedure, the (re) provision of the stairlifts will proceed as follows:
1.the client establishes that a stairlift contributes to the client's independent functioning in the home;
2. the client gives the order for execution to the contractor;
3. the client buys the facility;
4. the client receives the facility on loan;
5. preventive maintenance and corrective maintenance are carried out annually;
6. complaints and repair requests are reported directly by the client to the contractor;
7. the client orders the removal of a stairlift;
8. stairlifts previously installed by the contractor will always be repurchased by the contractor.
This method means that there is little contact between the client and the contractor. An assignment is issued by the municipalities and the work carried out is checked by the client on the basis of random checks after delivery or maintenance. In the event that the assignment is incorrect or if there is a difference of insight about the execution of the assignment (e.g. assignment to place a staircase with one bend; while the staircase has two bends), consultation will take place between the contractor and the client.
