The present contract, which takes the form of a framework agreement (see also point II.3.2 of the tender specifications), concerns the carrying out of various works in the Province of Liège.

These works are mainly, but not exclusively, covered by CPV code no. 45112000 ("excavation and earthworks").

Lot 1 concerns interventions deemed urgent at the request of the Compagnie Intercommunale Liégeoise des Eaux (abbreviated CILE) such as:

- The execution of excavation works, earthworks, backfilling, supply of substitute materials and repair of road surfaces, as well as services under direct management;

- The execution of earthworks for the realization or replacement of particular connections or hydrants, requiring urgent intervention;

- The realization of laying / replacing / moving pipes in PVC, PE, steel or ductile iron as well as the replacement of associated connections as part of road works, drainage, etc. ;

- The realization of on-call services allowing the execution of earthworks of isolated excavations as well as services under direct management, working days outside service hours, weekends and holidays, paid holidays, etc. 365 days a year;

- The construction of valve chambers, small masonry and / or concrete works, road cast iron upgrades and various civil engineering services;

- Earthworks, cuttings, embankments on any property belonging to CILE;

- Geolocation (coordinates: Lambert 72 reference system) of CILE facilities as part of this work;

- At the express request of CILE, the successful bidder could be asked to carry out the fountain works and/or the installation of connections.

The object of lot 1 of this contract consists mainly in carrying out scattered and repetitive works of relatively small size (example: multitude of excavation openings whose average surface area is about 2.25 m² with an average depth of 1.20 m), urgent punctual interventions on leaks including: the opening of the excavation, the careful clearance of the CILE facilities (the repair of the pipe being carried out by the CILE), road closures and repairs. This work is discontinuous, fragmented and urgent.

Lot 2 concerns programmable interventions such as:

- The execution of earthworks, backfilling and repair of road surfaces for the realization or replacement of special connections, hydrants, extension or replacement of pipes, or any intervention on CILE equipment;

- The carrying out of works of limited importance of laying PVC, PE, steel or ductile iron pipes as well as the replacement of associated connections as part of road works, drainage, etc. ;

- The construction of valve chambers, small masonry and / or concrete works and various services;

- Earthworks, cuttings, embankments on any property belonging to CILE;

- Geolocation (coordinates: Lambert 72 reference system) of CILE facilities as part of this work;

- At the express request of CILE, the successful bidder could be asked to carry out the fountain works and/or the installation of connections, as well as civil engineering works (intervention on valve chambers, upgrading of traps, etc.) and work on CILE equipment such as underground valves for example.

As an indication, the average annual number of new connections is of the order of 670 and the average annual number of replacement/modification of connections would be of the order of 1500.

Lot 3 concerns civil engineering works and electrical equipment such as:

- The execution of excavation, earthworks, backfilling, supply of substitute materials and repair of road surfaces, as well as services outside working days (night junctions for example);

- The laying of localized pipes for equipment and the commissioning of sectorization chambers;

- The construction of valve chambers, small masonry and / or concrete works, various services in civil engineering;

- Earthworks, cuttings, embankments on any property belonging to CILE;

- The supply, installation, equipment and connection of electrical cabinets;

- The installation of cables under existing sheath and inside the sectorization chambers;

- The connection of metering devices placed on meters or flow meters;

- Geolocation (coordinates: Lambert reference system 72) of CILE facilities as part of this work.
