The subject of the contract described below contains the needs of the contracting party and the characteristics of the service being the subject of the contract, as well as the minimum requirements for the description of the subject of the contract or the performance of the contract, non-negotiable, which must be met by all tenders.
The scope of the contract includes:
1) basic scope: development of design documentation for the "Construction of a Multifunctional Development Center in Świdnik" along with obtaining a building permit,
2) the scope covered by the right of option: performing multi-branch copyright supervision during the implementation of construction works.

basic range:
The Contractor will develop:
a) construction and technical projects of all industries (construction, road, sanitary, electrical, etc.), bills of quantities, investor cost estimates, detailed technical specifications of execution and acceptance of works,
b) construction and technical projects for the removal of collisions with underground and above-ground infrastructure related to the construction of the facility in question (in accordance with the conditions for removing collisions obtained from the owners of individual networks after the approval of the Ordering Party),
c) land development project in the field of greenery related to the construction of the facility in question,
d) BIOZ information,
e) water law report and obtain a decision of a water law permit (optionally – if it is required by the applied design solutions),
f) a plan for the felling of trees and shrubs, and a planting plan (optional – if required),
(g) the project of permanent traffic organisation and obtain approval by the traffic management body,
h) a traffic organisation project for the duration of the works and obtains approval by the traffic management body,
i) geotechnical conditions of foundation of a construction object based on the provisions of the Regulation of 25 April 2012 on determining the geotechnical conditions for the foundation of construction objects (Journal of Laws of 2012, item 463) – after prior geotechnical surveys of the ground.
The Contractor will acquire:
a) water permit decision (if required),
b) a decision on the environmental conditions of consent to the implementation of the project (optionally – if required),
(c) a decision on a building permit.
The Contractor will also obtain by his efforts and at his own expense:
a) an up-to-date map for design purposes with lines from mpZP (numerical version, vectorized in dxf format),
b) extracts from the land register or other documents issued by the authority keeping the land and buildings register, allowing the parties to the proceedings to be identified, containing at least the numbers of the cadastral parcels and, if disclosed: the numbers of their land and mortgage registers, the name and surname or the name and address of the registration entity, covering the envisaged area on which the project will be carried out and covering the area, which will be affected by the project,
c) an operating report and an application for de-farming of those parts of the plots that will be built-up and for this purpose, if necessary, geodetic division of plots in consultation with the Ordering Party
d) a statement on the right to dispose of real estate for construction purposes,
(e) the terms and conditions from the network operators,
f) derogation from technical and construction regulations (if necessary),
(g) the necessary decisions, technical conditions for design, opinions and agreements.
Due to the planned application for co-financing of the project from the funds of the Ministry of Sport and Tourism, the Contractor will agree on the developed project with representatives of the Volleyball Association in the field of:
- sports use of the planned function of the facility,
- correct application of technical and functional solutions,
- the current criteria set by the FIVB.
The detailed scope of the subject of the contract is indicated in the functional and utility program (hereinafter PFU) constituting Annex 1 to the OPIW.
Attention:
The requirements indicated in the PFU should be treated as the subject of the contract and a description of the needs of the contracting authority and an indication of the characteristics of the services being the subject of the contract as well as minimum requirements for the description of the subject of the contract or the performance of the contract, not subject to negotiation, which must be met by all tenders.
