Description:
Framework for the Supply of Accident and Repair Services for Vehicles

A multi-lot framework agreement to provide an effective procurement route for accident and repair services for Hampshire Constabulary, Hampshire Fire and Rescue Service and Hampshire Transport Management.

The Chief Constable of Hampshire Constabulary is the lead authority for the set up of this framework.

The overriding objectives of the framework agreement are:

— to provide value for money,

— to provide a consistent quality of service and workmanship,

— to streamline the processes.

The framework will be divided into lots by vehicle type and the repair required.

This framework will operate under differing requirements by lot.

Potential suppliers will be allowed to bid for individual or all lots and will be awarded based on their capability.


Repair of Cars and Light Commercial Vehicles

This lot will be for the supply of accident and repair services to cars and light commercial vehicles.

This lot will operate under a rotational basis for Hampshire Constabulary and a quotation process for named contracting authorities.

It is proposed to appoint up to eight Bodyshops to this lot.

The overall purpose of the new framework is to provide Hampshire Constabulary and its partners with suitably qualified organisations capable of providing vehicle repair services on a non-exclusive basis, covering all vehicles owned, leased or in the possession of the framework users.

The scope of the work to be included, but are not limited to:

— inspection,

— adjustment,

— restoration,

— replacement of assemblies and components,

— general repair work,

— small to medium area repair techniques (SMART).

The following locations are the workshop location of the framework users:

Hampshire Constabulary:

Winchester — Bar End Ind Estate, SO23 9NP.

Fareham — Unit 20/21, Fareham Ind Estate, PO16 8XB.

Basingstoke — Unit 14/15 Lion Court, RG24 0QU.

Hampshire Fire and Rescue Service:

Eastleigh Fleet Maintenance Centre, Leigh Road, Eastleigh. SO50 9SJ.

Hampshire Transport Management:

Totton — Jacobs Gutter Lane, SO40 9TQ.

Petersfield — Borough Rd, GU32 3ND.

Bishops Waltham — Botley Rd, SO32 1DR.

Micheldever — Stockbridge Rd, SO21 3BB.

Hook — Junction 5, M3 Motorway, RG27 9AA.

All work to be undertaken within a workshop environment or as a mobile service, where this is possible as per SMART Repairs.

Suppliers are to provide a collection, repair and delivery service to damaged vehicles, except where mobile services are being provided.

Repair services are to be made available Monday to Friday between 8.00 and 17.00 as a minimum.

Ability to provide suitable locations and mobile service across Hampshire Workshop locations and the surrounding Counties.

Suppliers will need to understand that as an emergency service the quality of repairs and cost are important factors but more importantly the availability of access to services and the minimum duration of any downtime is critical to the service.


Repair of HGV Vehicles over 7,5 Tonne

This lot will be for the supply of Accident and Repair Services to HGV Vehicles over 7,5 tonne.

This lot will operate under a quotation based approach for all for all named contracting authorities.

It is proposed to appoint up to four Bodyshops to this lot.

The overall purpose of the new framework is to provide Hampshire Constabulary and its partners with suitably qualified organisations capable of providing vehicle repair services on a non-exclusive basis, covering all vehicles owned, leased or in the possession of the framework users.

The scope of the work to be included, but are not limited to:

— inspection,

— general repair work,

— small to medium area repair techniques (SMART).

Mobile Small to Medium area Repair Techniques (SMART)

This lot will be for the supply of accident and repair services to vehicles that require a small to medium area repair technique (SMART) that can be done as part of a mobile service.

This lot will operate under a rotational basis for Hampshire Constabulary and a quotation process for named contracting authorities.

It is proposed to appoint up to four contractors to this lot.

The overall purpose of the new framework is to provide Hampshire Constabulary and its partners with suitably qualified organisations capable of providing vehicle repair services on a non-exclusive basis, covering all vehicles owned, leased or in the possession of the framework users.

The scope of the work to be included, but are not limited to:

— inspection,

— restoration,

— general repair work,

— mobile small to medium area repair techniques (SMART).
