Flytoget is currently in the position to possibly take over the operation of the local and regional trains around Oslo, (the 'New Train Service'). For this operation, Flytoget needs a new Planning and Operation System (the 'PDV-System'). The operation of the New Train Service will have approximately 800 employees and 90 train sets.
Flytoget's current planning and operation systems are customized for the current operation, and/or partly outdated. As a result, to expand operation, Flytoget needs to make a procurement to cover these capabilities.

The desired tool is standardized, holistic, scalable, user-friendly, specialized for train operation, and integrated end-to-end. Furthermore, the tool shall be hosted in the tender's cloud solution and/or delivered 'as a service'.
As operation start for the New Train Service is 10 December 2023, speed and agility for the implementation phase is of great importance. The main objective is to have a fully functional system in place, in due time, to secure a successful start of operation of the New Train Service.
The System should be scalable and provide the Customer with the flexibility to handle new operation, existing operation and further expansion to further markets.
This procurement covers the implementation and management of the Planning and Operation System for the New Train Service. Replacing systems in the current operation and further expansions are future options that will be managed as Change Requests to this Agreement and managed as separate implementations.
