The requirement has been split into 4 lots:
— Lot 1 is for the provision of Fleet Management Services (UK),
— Lot 2 is for Specialist Vehicle Build, Equipping, Modification and In-life maintenance,
— Lot 3 is for International Fleet Management Services,
— Lot 4 is for Build, Equipping and in-life maintenance of Armoured Vehicles.
Lot 1 has provisional funding of 9 000 000-10 000 000 GBP, Lot 2 has provisional funding of 30-31 000 000 GBP, Lot 3 has provisional funding of 1 000 000-1 500 000 GBP and Lot 4 has provisional funding of 6 000 000-7 000 000 GBP. These are estimates based on historical data and is not to be construed as guarantee or commitment by The Authority to spend these values.
Fleet Management (UK): this lot covers Fleet Management for the NCA’s’ GPV and Surveillance Vehicles and motorcycles:
— there are 493 GPVs, 532 surveillance vehicles and 52 motorcycles which operate across a number of sites within the United Kingdom and are used for operational and non-operational roles,
— there are 25 different makes of vehicle,
— surveillance vehicles and motorcycles are fitted with Airwave and covert PWE. GPV’s do not contain any specialist equipment,
— Lot 1 is only for the standard SMR of GPVs, Surveillance vehicles and motorcycles, the maintenance of specialist equipment will be covered by Lot 2,
— all vehicles are maintained through the NCA’s contracted suppliers.
The following services within the UK are within scope of this lot:
— account management,
— fleet management system,
— accident management,
— vehicle theft,
— management of existing owned and leased vehicles,
— vehicle utilisation/optimisation,
— vehicle distribution and movements,
— Servicing, Maintenance and Repair (SMR) including mobile SMR provision (excluding repairs to any specialist equipment fitted),
— sourcing and fitting of vehicles consumables, e.g. tyres/windscreens,
— vehicle disposal,
— storage and distribution,
— driver support services,
— breakdown and recovery,
— vehicle downtime management,
— MOT management,
— mileage management,
— P46(Car)/P11D,
— contract hire and leasing,
— Fleet consultancy/development/R and D.
Vehicle build and equipping and maintenance of the specialist fleet: this lot covers the sourcing of all vehicles within the UK (current fleet size of 1235), the subsequent equipping of vehicles and the ongoing in-life maintenance of all specialist vehicles as well as any specialist or technical equipment fitted to any NCA vehicle (532 surveillance vehicles and 52 motorcycles). In-life maintenance may also be required for other vehicle types in particular motorcycles dependant on the needs of the Authority:
— There are 158 specialist vehicles which operate across a number of sites within the United Kingdom and are used for operational and technical roles including surveillance,
— there are a wide variety of different build specifications and 25 differing makes of vehicle,
— the vehicles contain specialist equipment used in their day to day roles,
— all NCA specialist vehicles are currently maintained through the established NCA’s contracted supplier and a selected number of police workshops,
— the number of vehicles to be purchased, equipped, decommissioned and disposed will vary year on year depending on the size of the vehicle replacement programme. Table 1 above gives an indication of the number and types of vehicles replaced over the last 5 years.

— P46(Car)/P11D,
— fleet consultancy/development/R and D.
International Fleet Management of non-armoured vehicles: this Lot covers the sourcing of vehicles based overseas and subsequent management of those vehicles:
— the Fleet comprises of 72 vehicles in 36 locations worldwide which are used for operational and non operational roles,
— there are 22 different makes of vehicle,
— the vehicles are classed as GPV’s as they do not contain any specialist equipment,
— all vehicles are maintained by local dealerships.

— management of existing owned and leased overseas vehicles,
— vehicle utilisation/optimisation,
— vehicle distribution and movements,

— storage and distribution,
— driver support services,
— breakdown and recovery,
— vehicle downtime management,
— mileage management,
— fleet consultancy/development/R and D.
Build/Equipping and In Life Maintenance of Armoured Vehicles — This lot covers the sourcing of all armoured vehicles, the subsequent build and equipping of the vehicle and the ongoing in-life maintenance of the armoured vehicle and technical equipment:
— the Fleet comprises of 50 vehicles based in 9 locations worldwide and the vehicles are used for operational and non operational roles,
— the vehicles are predominantly Toyota Landcruisers,
— the vehicles contain specialist equipment used in their day to day roles,
— all vehicles are maintained through the NCA’s contracted supplier as well as embassy workshops and local dealerships,
The following services are within scope of this Lot:
— account management,

— accident management,
— vehicle theft,
— management of existing owned vehicles and equipment,
— vehicle distribution and movements,
— Servicing, Maintenance and Repair (SMR) including mobile SMR provision, covering vehicles and technical equipment,
