The objective of the acquisition is to select one external Contractor for the supply, installation and maintenance of PMS and PA for a number of (existing) parking facilities. This should ensure that:
• the delivery, implementation and maintenance of PMS and PA can be provided in a lawful and efficient manner that optimally contributes to the mission, vision and objectives of the EUR at market prices;
• connection is found with the goals, vision and values of the EUR, see also https://www.eur.nl/over-de-eur/visie/inclusion-diversity-equity-access/beleid
• optimal implementation is given to the management idea, by placing the responsibility for the performance and availability of the PMS and the PA on the Contractor and optimally unburdening the EUR with regard to the Implementation and multi-year Maintenance.
In this context, the EUR now needs an Agreement for:
• The Delivery of the Equipment and associated software for several parking garages and parking lots on the Woudestein Campus;
• Equipment Design;
• The Management and Maintenance of the Equipment;
• Instructing the Manager/Management Organization of the Parking Facilities with regard to the Equipment to be supplied.
This concerns two Parking Facilities and a supplier access operating within one Parking Management System:
• The Erasmus Plaza Parking public car park, with two accesses each with an entrance, an exit and an exchange lane and several payment machines;
• The public parking garage Parking Mandeville, equipped with an entrance and exit and payment terminal;
• The entrance and exit for – in particular – suppliers at the 'Collegelaan', equipped with a double entrance and exit terminal (partly for the use of freight traffic) and no payment terminals.
In addition, the Contractor supplies and installs some intercomposts in other equipment such as reporting poles for disabled lifts, the access door to the service desk and control room, and a zinc pole on site, which must be connected to the intercom server to be supplied by the Contractor via the network.
The PMS system must also be suitable for facilitating further and/or future developments of the campus, see Descriptive Document 2.2.3. It is important that the supplier keeps up with the anticipated technical developments in the market.
