Lot 13 - Main-Tauber-KreisAgainst the backdrop of the "drought summer of 2018" and the increasingly apparent signs of climate change, the state of Baden-Württemberg has initiated the "Master Plan Water Supply" project, in which the future development of water resources is estimated throughout the state and the structure of the water supply is surveyed and analyzed.
The project pursues the goal of a sustainable drinking water supply that provides drinking water of good quality and with a high level of security of supply at a reasonable price, even in the face of advancing climate change, under the responsibility of the municipalities with sustainable resource management and priority use of local water resources.
For the estimation of the future development of water resources, the current groundwater supply is presented and a forecast with a time horizon up to 2050 is made with the help of long-term observations, stress tests and climate projections. On the basis of forecasts from the State Statistical Office of Baden-Württemberg, the contractors are to estimate the population development and the future drinking water demand, esp. also with regard to the daily peak demand during heat waves. Future additional requirements are to be derived from the balance sheets. In addition, the security of supply must be assessed. On the basis of the collected data and evaluations, measures are to be derived and recommendations for action are to be developed for specific municipalities. It should be noted that the depth and effort involved in the master plan should deliberately not go as deep as in a structural report. Details are defined in the survey guidelines.
The collection of the required structural data with the associated information must be carried out digitally using a GIS application. The results of the surveys and investigations are to be made available to the responsible authorities and municipalities by the contractors both in the form of reports per district (with municipality-specific recommendations for action) and as a state-wide spatial data set (GIS) and a digital map layer (GIS) based on it.
At the end of the service provision, the data and results of the surveys are to be entered into a project database at the Baden-Württemberg State Institute for the Environment in accordance with predefined specifications.
The survey as part of the inventory is carried out district-by-district by the contractors (as surveyors) in different batches. A first batch with 11 urban and rural districts was carried out and completed in the first quarter of 2023. The second batch of 9 counties is currently in progress and will be completed by mid-2024.
The subject of this call for tenders is the survey for the so-called "Batch 3". This consists of 7 counties and 2 urban districts, which in turn are grouped into 6 lots (lot nos. 13 - 18). The start of the survey of the 3rd batch is scheduled for February 2024. The survey and evaluation is expected to take 13 months to complete.
The overall project is designed for a nationwide survey in all 44 rural and urban districts and for a total of 5 years to complete. The survey in the area, including the necessary data management, is coordinated by the project manager commissioned by the Ministry of the Environment.
