Description:
Procurement of contract for the CPR task

The CPR administration operates through the Central Personal Register as a central provider of personal data to government agencies and to the private sector, and the mission of the CPR administration is through the CPR system and a time-long legislation (for current Legislative Ordinance No 1297 of 3. September 2020 on the Central Register of Personal Data with subsequent amendments) being the central provider of general personal data to the public and private sectors in order to create the greatest possible societal utility of CPR. The contract offered relates to operations, maintenance (support) as well as assistance in developing the CPR system. The registration of persons, under the resort of the Church Ministry, includes the registrations made by the parishes and municipalities of Sønderjutland in connection with the civil registration, civil ecclesiastical registration and ecclesiastical registration.

I. Background:

The contract aims to define and describe the services that the supplier will provide to contracting entities in relation to the conduct of operations, maintenance, support, licensing and further development relating to the system. It is noted that the contract also includes the Ministry of Personal Registration of the Church Ministry, which broadly shares servers, database and technology with the CPR system. The contract establishes the conditions for the provision of the services covered by the contract and therefore governs the supplier's fulfillment of the requirements laid down for the quality, scope and conditions of the services provided, etc. It is also the objective of the contracting entity that the above be fulfilled at the same time as the supplier's prices are competitive in all the areas of performance covered by the Contract. The supplier's work must be of high quality given the central position of the system as an infrastructure-critical system in Danish society. The supplier must help both proactively and in its daily functioning to ensure that the system has a high level of safety and performance, including shielded against compromise and not least actively contributing to the credibility of the system. Likewise, the supplier must contribute to the continuous development and modernization of the system.

A. Operation:

Operations include application operation, infrastructure operation and network operations including hosting, installation, patching, updating, etc., of the physical and logical servers, networks, network components, operating systems and applications that together make up the CPR system as well as underlying operating infrastructure ( For example, cabling, physical networks, security components, cooling, power, backup) in two-center operation in two physically separated locations in Denmark. In addition, operations include the tasks that are required for the functioning of the CPR system, including, e.g., all periodic, scheduled tasks such as batch scheduling and batch completion, fixed administrative routines such as backup and log follow-up, non-periodic tasks such as changing user access for the CPR system, user management, input and output management, database management, e.g. optimizing indexes, truncation of tables or changing database configuration, managing DNS, managing middleware, scheduling, monitoring all parts of the CPR system, customization of configuration of network components and security components, such as modification of firewall rulesets, filters and router tables. Thus, operation includes application operation, infrastructure operation, and network operation.

B. Maintenance, including support:

Maintenance includes all activities aimed at ensuring the settlement of the CPR system, including support of the users of the CPR system, and maintenance of the application portfolio. This causes the supplier to build a thorough knowledge of the CPR system and must perform tasks such as correcting errors in the System and testing fixes, correcting errors made by CPR's Customers in the System, including incorrect data updating, such as incorrect aggregation of two citizens; management of Incidents, Errors and Causes Analysis, Ongoing Releases, including Deployment of Releases to Environments, Maintenance of Batch Tasks (Development/Error Direction), Updating and Maintenance of Test Material, and Preparedness for Election Draw.

C: Development:

Development activities are carried out under Major and Minor Changes, Fix Errors, and Operational Adjustments. Development activities include all other changes to the system that result in the risk that availability, response times or security may be adversely affected or that service objectives cannot be met. Development activities can include both changing source code used in the system and adapting other deliveries, such as documentation.

D: Licensing administration:

The supplier shall ensure licensing compliance and control the use of licences, including the availability of only the required number of licences.
