Contracting one contractor with which Zuyd can structurally dispose of one or more procurement consultant(s) from a partnership for the independent execution of (European) tenders in the field of works, services and/or deliveries. The turnover among the consultant(s) to be deployed should be as low as possible. The contractor has adequate (market) knowledge to be able to fill in all purchasing aspects that belong to the purchase of a university of applied sciences, with all its diversity. Furthermore, Zuyd has an adequate legal back-up for all aspects of the Procurement Act and ARW through the contractor. Finally, the contractor can contribute to the development of (purchasing) policy and the application of (new) purchasing procedures such as BVP.

With unchanged policy, Zuyd expects to regularly deploy a Medior or Senior consultant for one to two days a week for approximately 47 weeks per year*. This depends on rates, budgets and available consultants. The deployment of a junior consultant or a specialist is expected to involve deployment on a project basis. In the price sheet this has been taken into account with regard to the expected hours of deployment per year.
