The district of Lower Franconia intends to restructure the power grid at the Schloss Werneck district hospital (with structural and technical adjustments to the existing building and the construction of a new energy supply building at the entrance gate) as well as the construction of an independent energy supply building for the forensics clinic area.
It is a subsidised measure. (Free State of Bavaria via AfMRV)

1. Restructuring of the power grid
The BKH Schloss Werneck has 5 transformer stations (20/0.4 KV) with a total transformer output of approx. 2.6MVA as well as an emergency power system with associated transformer of approx. 1MVA.
The actual electricity is drawn from a 20KV switchgear in Station 1 (TBG) and distributes the electrical energy from the public grid (ÜZ) or, in the event of a power failure, from the NEA via an open 20KV ring cable system.
In order to ensure the required protection goal for a secure power supply via the existing 20KV cable ring, the medium-voltage switchgear for medical operation must be structurally separated into a general supply network (AV) and a safety supply network (SV).

According to cost calculations, the total costs (KG 200 – 700) for the restructuring of the power grid amount to € 4.693 million gross. KG 400's share of this amount to approx. € 2.69 million gross.

2. New construction of an independent energy supply building Forensics
A single-storey building south of the bowling alley building is planned as a fire-resistant technical operating building for further transformer, switchgear, emergency power system and storage tank rooms according to AMEV criteria (EltAnlagen 2020 para. 5.1 – 5.4).
The planning of the technical equipment ELT of this building is also part of the planning service tendered in this VgV.

According to cost calculations, the total costs (KG 200 – 700) for the construction of a new independent energy supply building for forensics amount to € 2.586 million gross. KG 400's share of this amount to € 1.33 million gross.

Note:
With the entry into force of the new version of the HOAI 2021 on January 1, 2021, the binding to minimum and maximum rates is lifted. The fee tables of the HOAI 2021 show orientation values.
The fee is based on the agreement that the contracting parties make in writing.
The Client points out that, in accordance with Section 7 of the HOAI, a fee higher or lower than the orientation values specified in the royalties of the HOAI can be agreed. Unless an agreement has been made, the respective basic allowances for the basic services shall be deemed agreed.
Part of the VgV procedure is the commissioning of the technical equipment planning, part 4, section 2, §§ 53 ff., for the plant groups according to § 53 HOAI ALG 4 + 5 for both properties

There is no legal entitlement to the commissioning, as well as the commissioning of further levels or special services.
Planning services have already been provided in accordance with HOAI Specialist Planning ELT, cf. LPH 1 – 3 as a basis for further processing.
It is assumed that with the conclusion of the VgV procedure, the goal-setting phase according to BGB is completed.
