The purpose of this framework agreement is to entrust to a service provider of the design office type, the support services necessary for the authorities in the transition to the act for the energy optimization of their heritage.âeuro

To do this, the market is allocated in three separate lots:

— lot 1: assistance to project management building;

— Lot 2: building management;

— lot 3: assistance with work control/project management — thermal installation.

This batch aims to provide beneficiary communities with tools that are part of an approach that considers sobriety and energy efficiency as a fuel in its own right, but also the grey energy of materials and structures as an essential point. It aims to give priority to energy savings over the entire life cycle of the building compared to all energy production, even renewable energy and the use of bio-based materials. The global approach is part of a bioclimatic construction/renovation approach.

This batch relates to the Project Management Mission (EOM) for the construction, rehabilitation or extension of community buildings.

The terms of reference for the framework agreement outline the scope of the corresponding tasks and will be the indispensable support for the performance of the services.

In subsequent contracts, upon the need of the community, the incumbents will have specific details of the specifics of the mission and its scope.

This batch consists of assisting communities in the operation of their boiler rooms through four services:

— the diagnostic operation of thermal installations,

— aid for the award of operating contracts for thermal installations,

— the monitoring of the operating contract,

— assistance to project management for the design, design and realization of a thermal installation.
