The Norwegian Police Shared Services is the Contracting Authority and shall, on behalf of the Norwegian Police enter into a contract for the delivery of tools for tender management (KGV) and contract administration (KAV).
The objective of the procurement is:
— Procure a well functioning tool for electronic tender management (KGV) which assists in boosting the efficiency of the procurement process, secure traceability and documentation, better quality in the implementation of procurement processes, as well as ensuring compliance of the Law and Regulations(LOA/FOA) about public procurements.
— Satisfy future FOA requirements that all communication between the tenderer and purchaser, including submission of tender, shall occur electronically.
— Simplifying the tender process with integration towards Doffin/TED.
— Simplifying of archiving procedures through integration towards arching systems. The Contracting Authority currently uses DocuLive version 7.0/3.0 C from Software Innovation.
— Well functioning tool for contract administration (KAV) that contributes to improving contract administration and contract follow-up, as well as agreement information out to the agreement users in the Police.
