Delivery and maintenance of Interactive Electronic Technical Documentation System with associated services

The purpose of the tender is to acquire an Interactive Electronic Technical Documentation System (IETDS) for the Danish Defence. The solution must ensure correct updating and both on-line and off-line availability of technical documents for the armed forces with the possibility of having a department that performs work on many different weapons systems from all armed forces, as well as giving the operational units within the armed forces the opportunity to carry out maintenance in the field, as well as in the construction area.

The tender specifies one standard system for use by the Contracting Entity, in order to minimize the effect of special adjustments in the data processing procedures that are otherwise necessary in the support. However, the potential savings and efficiency gains of a standard system cannot be fully exploited unless data standards and information structures are managed and applied in an international environment. This creates an opportunity, not only for the Solution, but also for future suppliers of weapons systems, to use the ASD S1000D standard as the standard for electronic technical publications.

As the Solution is a joint system, the Solution must also accommodate wishes and needs related to the building and construction area. Thus, the Solution must be able to contain all kinds of technical documentation for any type of building or construction (e.g. shooting ranges) and cartographic drawings.

In addition, the existing conventional documentation must be implemented in and managed by the Solution in such a way that this documentation can continue to be handled / used as today.

The Solution shall at all times be fully available to the Contracting Entity in its support of the Contracting Entity's equipment systems and works, whether at home or during secondment.

The solution will be used for the specific technical documentation for all systems and equipment as well as for the general technical documentation within the overall area of responsibility of the Ministry of Defence, with the possibility of expanding the technology to include all kinds of instructions and information that can be written down.

In purchasing the Solution, the Contracting Authority wishes to be consistent with the NATO Allies who have decided to make military information within their area of responsibility available and use it exclusively in electronic form.
