Local signal is a process and digital tool with the use of local sensors (1st line field workers) to substantiated local social policy. In the Local Signal process, we want to align the local social policy of local authorities more closely with the needs of vulnerable citizens on their territory. This assignment concerns the development of a digital tool in a co-creation process with

an external partner(s) to capture these signals from the process via 1st line field workers and then process them into policy advice at different policy levels. Within this assignment we are explicitly looking for a software developer with knowledge and expertise, to co-create with VVSG and the partners Lokaal Signaal (10 local authorities) with expansion VIVEL and ELZ Gent; District09, a digital tool to realize.

For this we are looking for knowledge and expertise around:

o Co-creation approach (absolute must) for building digital

tailor-made solution/tools;

o Central attention to user experience, user-friendliness,

user validation and user adoption when developing the

solution/application/tools;

o IT expertise on iterative development methodologies, incremental delivery of interim results in co-creation (Agile, Scrum, Minimum Viable Product, data entry functionalities, data analysis, reporting functionalities, role and rights management.

The Innovative Public Procurement Programme (PIO) of the Department of Economics,

Science and Innovation (EEMCS) supports the contracting authority in implementing and

follow-up of this innovative tender. In concrete terms, deloitte has been commissioned by

PIO help prepare this project by conducting a needs analysis and market consultation
