1. The subject of the order is the supply of diesel oil in the estimated quantity of 224,000 liters and 95 lead-free petrol in the estimated quantity of 100 liters to the Municipal Association of the Clean City, Clean Commune to the Municipal Waste Treatment Plant Orli Staw, Orli Staw 2, 62- 834 Ceków, POLAND (of which 3,000 liters of diesel fuel in the second half of the year to the Waste Transhipment Station in Sieradz, ul. Dzigorzewska 4, 98-200 Sieradz, POLAND).
2. The procedure is conducted under an open tender in accordance with art. 39 of the Act of 29.1.2004 Public Procurement Law (i.e. Journal of Laws of 2019, item 1843).
3. The proceedings are conducted in Polish only in electronic form using electronic means of communication via the purchasing platform available at:
https://platformazakupowa.pl/pn/czystemiasto. Correspondence addressed to the Employer in a manner other than to the address given above will not be considered.

2. A detailed description of the subject of the contract is presented in Part II of the ToR.
3. Diesel fuel will be delivered successively from the day of concluding the contract until December 31, 2020. Planned date for starting the implementation of the diesel order - 14.2.2020 to 31.12.2020. 95 lead-free petrol will be delivered from the day of conclusion of the contract and will take place once after the order placed by the Ordering Party by e-mail.
Note: Due to restrictions on the number of characters in other parts of this notice, the Employer informs in this section that:
1. The Contractor is obliged to lodge a security deposit before the submission deadline in the amount of PLN 25,000 (say: twenty five thousand zlotys 00/100). The form of payment of the bid security shall be chosen by the Contractor from those provided for in art. 45 item 6 of the PPL Act. The bid bond must secure the submitted bid throughout the entire bid period, i.e. 60 days, counting from the day the bid submission deadline expires.
2. The Contractor submits the offer by attaching to the Employer's platform:
1) completed offer form (Annex 1 to IDW - Part I of the Terms of Reference);
2) completed statement referred to in point VI.3) 1. this announcement;
3) power of attorney to represent all Contractors jointly applying for the award of the contract referred to in item 13.1. IDW - I part of the Terms of Reference (if applicable);
4) power of attorney - if the offer is submitted by the Contractor's attorney;
5) proof of payment of the bid security referred to in point 15 IDW - I part of the Terms of Reference;
6) the document referred to in item 12.2 of IDW - if applicable;
- drawn up in accordance with the principles set out in IDW - Part I of the ToR.
3. A detailed description of the method of preparing the offer and the method of conducting the examination and evaluation of the submitted offers is included in points 17 and 22 of IDW - Part I of the ToR.
4. The Awarding Entity informs that in the case of these proceedings, in accordance with art. 24aa of the Public Procurement Law, first evaluate the offers, and then examine whether the Contractor whose bid was best rated in accordance with the bid evaluation criteria set out in the ToR is not subject to exclusion and meets the conditions for participation in the procedure.
