The target of the procurement is to manage the city of Paimio's school transports as charter transport. The open procedure will put out to tender the management of school transport for the academic years 2023-24, 2024-25, 2025-26 and 2026-27, as well as the 1+1-year options for the academic years 2027-28 and 2028-29.

The number of transport pupils is about 250-300, including not only primary school pupils, but also preschoolers and possibly secondary school students. School transportation is carried out on the school days of the students in accordance with the school year schedules established by the City of Paimio, of which there are a maximum of 190 in total per school year.

The procurement consists of four sub-packages:

- City of Paimio regular school transport complex (several routes, routes K02 - K12)

- Mileage-based car for short-term temporary transport ordered separately (if necessary, also accessible vehicle)

- Group transports during the school day related to e.g. various events, excursions and physical education class transports to sports facilities located further away

- Regular school transports between Paimio and Turku that cross municipal boundaries, as well as possible transports between Paimio and other nearby municipalities.

The procurement is divided into sub-areas by route. The provider may provide school transport services for one or more routes. Some transport routes require a bus, some require a passenger car or minibus. It is not permitted to combine routes or drive one after the other with the same vehicle without the prior permission of the Contracting Entity.

Each route (routes K02 to K12) includes at least three trips per day:

- one morning transport for pupils; school days start at Jokela school at 8.50 a.m. and at Hanhijoki and Vista schools at 9:00 a.m.

- two afternoon transports; School days end on Tuesdays, Thursdays and Fridays at 1 p.m. and 3 p.m. and on Mondays and Wednesdays at 2 p.m. and 3 p.m.

(For technical reasons, the times of afternoon transport (1 p.m. or 2 p.m.) may also have to be changed for different days of the week during future school years.)

- in addition to these three rides, possibly 1-2 morning transport routes for scheduling reasons on one or two school days a week for transport students whose school day starts as early as 8:00 a.m. In these transports, the combination of routes and changes compared to the usual are possible.

We require that our contractual partners commit to complying with the Act on the Investigation of the Criminal Background of Persons Working with Children (504/2002). The operations are subject to the laws in force in Finland.
