DVS - Digital Tracking System - Setting up, operating and maintaining a system for tracking (real-time) location data of vehicles used when working on highways and regional roads

In 2-13.3.4 of the SB250, the Flemish Government imposes on parties that use vehicles and, in particular, colliders, to set up a digital tracking system (Track & trace system). The information provided by vehicles from different parties is useful, among other things, for site monitoring but will primarily be used to improve safety near (mobile) yards. The Flemish Government assumes that parties that use vehicles for road works on fast and regional roads already have a compliant track and trace system.

This assignment concerns the Track & trace information, provided by various parties (service providers of track and trace systems), to be collected, read out and offer it bundled as a data stream to the tender. This data stream is a data source for the benefit of the Mobilidata program and will therefore be used to personally warn road users about and for (dynamic) road works. Within the Flemish Traffic Centre, the data allows, among other things, to control existing fixed LED signs automatically, semi-automatically or manually depending on the location of the (mobile) roadworks. The information about the location of the yard will also be accessed via the Datex II feed of the Traffic Centre so that it can be picked up further by other actors to promote traffic flow and road safety. That is why the dataset must be complementary and have quality promotion as its ambition, in addition to making information about the (dynamic) road works available in real time.

In addition to the basic functionality (aggregating location data and providing and visualizing that data), which is mainly focused on safety, the contracting party also foresees some possible functional extensions, especially with regard to the possibilities for site follow-up.

At the moment, the tender is following around 450 vehicles. The data is provided by 2 data providers who pass on data from 5 contractors. The tender expects some further expansion here.
