EEEF as TA contractor is searching for consultants/Consortium to provide legal, technical, and financial advice to the University of Oviedo in Spain to support the preparation of the investment programme "Smart Energy at the University of Oviedo: Energy Efficiency and Smart Management." The objective is to increase the overall energy efficiency levels in public buildings located on its three campuses (Gijon, Mieres, and Oviedo) by providing (i) renovation of 58 public buildings, (ii) the development of energy communities with solar PV systems and/or installation of PV panels in 37 buildings. Also, it will be analysed the installation of PV panels in other areas, i.e., parking lots, etc (iii) the development of a district heating network in 3 zones located in Oviedo a Gijon Campus, and (iv) the development of a digital platform for monitoring electric and thermal consumptions.

Consultancy services for the TA project "Smart Energy at the University of Oviedo: Energy Efficiency and Smart Management." Supported services include the preparation of energy audits for 58 public buildings, validation or feasibility studies of renewable energy installations – PV installations on 37 buildings (from the already audited buildings) for the development of energy communities through the installation of PV systems and/or for the installation of PV panels on buildings (analysis for the installation of PV panels in other areas will be included), validation of the facilities of biomass district heating (completion of technical studies or economic feasibility study for 3 biomass district heating sites), completion of technical studies for the development of a digital platform. Additionally, the evaluation of the economic viability of the investment, structuring of the tender documents to align with the PPP / ESCO model, external advisors, and legal analysis will be included.
