The purpose of the global performance contract (Mgp) is to entrust a group of economic operators with the design and implementation of investment works promoting energy savings and allowing the production of renewable energies, major maintenance and renewal operations of HVAC equipment (heating, ventilation, air conditioning), the operation of HVAC installations as well as the supply of thermal energy for buildings in the Department of Oise. This contract meets quantified performance objectives defined in terms of level of activity, quality of service, energy efficiency and ecological impact. The market makes it possible to promote energy savings, to ensure the sustainability of HVAC equipment (heating, ventilation, air conditioning), and to optimize the amount of operating operations and renewal of equipment. It concerns about 95,000 square meters of surface mainly related to the tertiary sector.
The Energy Performance Improvement Objective should at least achieve:
- 40% of final energy before 2030 compared to a given reference year or a threshold set in absolute value for departmental buildings with a surface area greater than or equal to 1000 square metres, as specified in the annex concerning commitments on electricity, water and fuel consumption (P1). This minimum objective is to be achieved individually for each site (total combined fuel and electrical energy consumption) with the end of season 5 as a deadline.
- 15% of final energy for the other buildings in relation to the total consumption of all the sites, fuel and electricity energy combined, objective to be achieved on the average consumption over the total duration of the market.
The services are:
-Design, programming and realization of works promoting energy savings,
-Operation of HVAC installations of the sites which includes driving, maintenance and major maintenance operations - renewal (Ger) of equipment to perpetuate the technical installations,
-Supply of fuels for the production of heating and domestic hot water (DHW),
-Implementation of a common energy supervision for all buildings,
-Sensitization of agents to energy sobriety,
-Control, management and monitoring of implemented actions with performance commitments and measurable objectives in application of a measurement and verification plan. These services aim to meet quantified performance objectives relating to energy efficiency, the introduction of renewable energies and compliance with a contractually defined level of activity and quality of service.
All the technical requirements of the services will be defined in the functional program and its annexes.
