Winter maintenance of sidewalks and municipal bicycle paths and bus stops in the city of Kędzierzyn-Koźle in the season 2023 - 2024

Winter maintenance of sidewalks and municipal bicycle paths as well as bus stops in the city of Kędzierzyn-Koźle in the 2023 - 2024 season.

The scope of the contract includes the performance of winter snow removal services on sidewalks, bicycle paths and bus stops, specified in the following annexes:

Annex A – list of municipal roads covered by winter maintenance;

Annex B – list of bicycle paths covered by winter maintenance;

Appendix C – list of bus stops covered by winter maintenance.

1. Rules for winter maintenance of sidewalks, bicycle paths and bus stops:

1.1 Slippery sidewalks constituting a separate part of municipal roads used for pedestrian traffic, with the exception of sidewalks located directly at the border of the property that is not a road (does not apply to sidewalks on which paid parking is allowed, parking of motor vehicles, a bus stop is located and sidewalks located in internal road routes) and bicycle paths should be removed immediately after its occurrence by:

a) snow removal of sidewalks and bicycle paths (time of accession: immediately after the cessation of snowfall, and in the case of continuous precipitation, within 4 hours from the moment of their occurrence),

b) removal of loose snow and slush to the pavement surface and bicycle path,

c) sprinkling with a chemical agent (salt) or sand.

1.2 Shoveling of mud – at pedestrian crossings, marked with the D-6 sign and within intersections – resulting from winter works on sidewalks, bicycle paths or bus stops, immediately after their discovery.

1.3 Combating slippery slopes constituting a separate part of the municipal road used for pedestrian traffic should be carried out at a width of min. 1.5 m.

1.4 Combating slipperiness at bus stops should take place along the entire width of the pavement along the length of the bus stop bay or, in the absence of a bus stop bay, along the entire width of the pavement in the area along the edge of the roadway up to 6 m on each side of the bus shelter, and in the absence of a parking bay and a bus shelter along the entire width of the pavement in the area up to 6 m on each side of the D-15 sign along the axis of the roadway.

1.5 Ensuring readiness for winter maintenance in the period of rain and ice (round-the-clock duty).

1.6 The Ordering Party reserves the right to change the list and length of sidewalks, separate bicycle paths and bus stops covered by winter maintenance, given in the annexes to the contract. These changes do not require an amendment to the Agreement.

1.7 All costs resulting from the description of the subject of the contract, the proposed provisions of the contract shall be borne by the Contractor.

2. Employment requirement for an employment contract.

Pursuant to Article 95 of the Pzp Act, the Contracting Authority requires employment by the Contractor or subcontractor on the basis of an employment contract, persons performing the following actions necessary for the execution of the contract

a) on-call time,

b) snow removal,

(c) deicing.

The method of verification of employment, the authority of the contracting authority in the field of control and the sanctions for non-compliance are set out in the draft provisions of the contract.

3. Requirements resulting from the Act on electromobility and alternative fuels

Pursuant to Article 68(3) of the Act of 11 January 2018 on electromobility and alternative fuels (Journal of Laws of 2021, item 110, as amended), the Contracting Authority requires that the total share of electric vehicles or vehicles powered by natural gas in the fleet of motor vehicles within the meaning of Article 2 point 33 of the Act of 20 June 1997 - Road Traffic Law used in the performance of this task is at least 10%. The rules for calculating the share of electric vehicles in vehicle fleets are set out in Article 36a of the Act on electromobility and alternative fuels.

4. A detailed description of the subject of the contract is defined by, m.in: description of the subject of the contract, Draft provisions of the contract and the following attachments posted on the website of the proceedings constituting an integral part of the SWZ:

Annex A-list of municipal roads covered by winter maintenance;

Appendix B - list of bicycle paths covered by winter maintenance;

Appendix C - list of bus stops covered by winter maintenance.
