The subject of the contract is the provision of postal services in domestic and foreign trade for the City Hall of Chorzów in the field of receiving, moving and delivery of postal items and their returns. The order is divided into 2 lots.
The Employer requires employment by the Contractor or a subcontractor on the basis of an employment contract of persons performing the procurement activities indicated by the Employer. Detailed conditions are included in the instructions for Contractors constituting Annex 4 to the ToR. The procedure is conducted under an open tender with an estimated value above the amount specified in the regulations issued on the basis of art. 11 paragraph 8 of the PPL Act without applying art. 24aa. the so-called. reverse procedure.
Detailed information on the service provided for Part 1:
1. postal services in domestic and foreign trade;
2. services of daily delivery of ZPO (return acknowledgment of receipt) and returns of postal items to the Ordering Party after the possibilities of their delivery or delivery to the recipient have been exhausted.
Postal items being the subject of the assignment shall mean letter items:
1.recommended with a return acknowledgment of receipt (ZPO - Annex No. 5) - shipments that are not the fastest category shipments accepted with proof of posting
And delivery against receipt;
2. priority orders with return acknowledgment of receipt (ZPO - Annex No. 5) - the fastest category parcels accepted with proof of posting and delivery upon receipt.
The Contractor will be obliged to provide ZPO (return receipt) and return undelivered postal items to the Employer on business days from Monday to Friday during the Employer's business hours.
The contracting authority will use the ZPO (return receipt) templates specified in Annex 5 to the ToR.
For shipments with a return acknowledgment of receipt, the Contractor shall deliver to the Purchaser's headquarters, the acknowledgment of receipt acknowledged by the addressee immediately after delivery of the parcel, within the deadlines specified by the Regulation of the Minister of Administration and Digitization of 29.4.2013 on the conditions for performing universal services by the designated operator ( Journal of Laws of 2013, item 545).
The Contractor is obliged to deliver parcels in accordance with the Act of 29.8.1997 - Tax Code (i.e. Journal of Laws 2018 item 800 as amended) and the Act of 14.6.1960 - Code of Administrative Procedure (i.e. Of Laws of 2018, item 1257, as amended).
The contracting authority provides for the possibility of awarding supplementary contracts referred to in Article 67 para. 1 item 6 of the PPA with a maximum value of 20% of the value of the basic order. A detailed description of these orders is in the ToR.
Detailed information on services rendered for lot 2:
domestic and foreign postal services paid by means of a post-payment.
Postal items being the subject of the order shall mean letter items:
1. ordinary - unregistered shipments that are not the fastest category shipments in domestic and foreign trade;
2. ordinary priority - unregistered items which are the fastest category items in domestic and foreign trade;
3. registered - registered not being the fastest category shipments in domestic and foreign trade;
4. priority registered mail - registered parcels of the fastest category in domestic and foreign trade.
Postal parcels shall mean parcels:
1. recommended;
The contracting authority provides for the possibility of awarding supplementary contracts referred to in Article 67 para. 1 item 6 of the PPA with a maximum value of 20% of the value of the basic order. A detailed description of these orders is in the ToR.
