The state capital Hanover is planning the new construction of the Mengendamm primary school as a four-way primary school with all-day supervision. When planning new construction, the increased requirements due to pedagogical concepts, inclusion and integration must be taken into account. A two-field major sports hall with a grandstand is also planned.

The auditorium, canteen and sports hall must be interpreted as meeting sites when planning new construction.

School operations must be fully ensured throughout the entire construction period.

Planned construction phases:

Phase 1: Construction of primary school including auditorium and canteen

Phase 2: Abolition of Existing School

Phase 3: New construction of the 2-field major sports hall,

Phase 4: demolition of the existing sports hall

Phase 5: Completion of outdoor facilities

Total Planned Completion: Dec 2028

The technical planning of technical equipment and engineering structures is divided into 4 lots.

The client reserves the right to award 1 to a maximum of 4 lots to an economic operator.

II.2.4) Description of the procurement:

Lot 1: The specialist planning of technical equipment for service phases 1-9 for engineering structures in accordance with § 41, No. 1./2.

Gradual assignment:

The order is placed in service phases. Service phases that the client does not commission to conclude a contract are subject to a condition precedent. The client reserves the right to limit the commission to partial services of individual service phases or to individual sections of the construction project.

The client intends to call up further services - individually or as a whole - if the planning and execution of the construction work continues.

When deciding whether to call up further services, the client will take into account that this usually requires the political decisions and the approval of the HU construction / construction documents.

There is no legal claim to the commissioning of further service phases.

The contractor is obliged to provide the services of the other service phases if the client transfers them to him. The contractor cannot derive an increase in his fee from the gradual assignment.

Special services must be agreed in writing before execution.

For planners based in Germany, the HOAI in the version valid for the order must be applied.

In addition, the general terms and conditions for architects and engineers of the client are available under the access specified in Section I.3.

Lot 2: The specialist planning of technical equipment for performance phases 1-9 for plant group 1: wastewater, water and gas systems according to § 53 HOAI is to be commissioned
