The subject of the present award is the project management services for the expansion of the Elsa-Brändström-Straße urban railway line in Halle (Saale). The aim of this project is to implement a double-track extension of the track systems including possible partial demolition of the turning loop to the head end station over a total length of approx. 1.5 km. Furthermore, the traffic systems to be remapped as follow-up measures for the MIV, pedestrian and bicycle traffic must comply with the regulations. In the section there are 3 stops (Vogelweide, Am Breiten Pfuhl, Elsa-Brändström-Straße), which are barrier-free to build. The builders function has the Hallesche Verkehrs-AG. The project is part of the Halle light rail program and is funded by federal and state funds.

The basis for the scope of the project management is provided by § 2 of Series 9 "Project Management Services in the Construction and Real Estate Industry" of the AHO commission "Project Control / Project Management", Stand 05/2014. The scope of the measures to be implemented within the project includes the planning, realization and commissioning of the traffic facilities as well as the technical equipment and underground piping systems. The services to be provided by the project controller include the following project stages based on § 2 AHO:

- project level 1 - project preparation,

- project level 2 - planning,

- optional project level 3 - execution preparation,

- optional project level 4 - execution,

- optional project level 5 - project completion.

The services are awarded in stages. Upon completion of the negotiation procedure, project stages 1 and 2 will be awarded first. The term indicated in point II.2.7 refers to the total duration including options.

Project levels 3 to 5 are queried as optional services. There is no legal claim to commission all phases of work.

In particular, the following procedures / plans / measures are to be supported within the project order:

- planning approval procedure as approval procedure,

- Procedure for applying for the grants according to GVFG and EntflechtG,

- procurement procedures for professional services and works (there are likely to be up to 20 awards (division of parts or professional lots)).

The service is provided using existing digital project management systems (central order and billing, scheduling and cost planning, data storage).
