Trondheim municipality shall construct a new primary school on the existing school site for Stabbursmoen school, address Sørbruvegen 4, 7088 Heimdal.

A zoning process is being carried out for the site of the new school. This process is scheduled to be completed in spring 2024.

The project includes demolition of the existing school and the establishment of a new primary school for 420 pupils, with re-development of outdoor areas and other infrastructure related to the existing school site.

The engineering design basis for pricing is a sketch project with a technical function description.

Stabbursmoen school shall be executed as a partially emission-free construction site and certified according to BREEAM Nor v06, classification level "very good".

The contract work shall be carried out as a design and build contract with interaction with a focus on joint risk management in the collaboration and implementation phase.

The planned overall progress is commencement of interaction in February 2024, demolition work in August 2024, followed by the start of the construction work. Completion spring 2026.

The contest will be held in accordance with the Public Procurements Act dated 17 June 2016 no. 73 (PPA) and the Public Procurements Regulations (PPR) dated 18 August 2016 no. 974 (PPR), Parts I and III of the regulations apply for this procurement. The award of contract will be made in accordance with the negotiated procedure after a prior notice, c.f. the PPR § 13-1 (2).

The contract shall be executed in two stages: Stage 1: Prequalification, Stage 2: The tendering stage is planned to be carried out as a design and build contract with a collaboration stage.

The intention of the collaboration phase between the contractor, engineering designers, any sub-contractors, and the builder, is to concretise and optimise the solutions that form the basis of the tender, engineering design up until the preliminary project level, concretise the risk and possibilities in a joint risk management plan. The concretising/detailing will be within the limits of the negotiated tender.
