The subject of the contract is the performance of the contract entitled "Winter maintenance of roads and streets administered by the District Roads Authority in Ostróda in the winter seasons 2023-24, 2024-25, 2025-26" divided into 5 parts.

Winter maintenance of roads and county streets in the area of operation of Road Circuit No. 1 in Ostróda along with maintenance of the base with a storage yard - Ostróda commune, Dąbrówno commune, Grunwald municipality (seasons 2023-24, 2024-25, 2025-26)

1. The Contractor shall prepare:

a. bases with storage yard in ODL. up to 10 km from m. Phrygnowo;

b. sand and loading;

c. salt with loading;

d. sand with salt 30% with loading;

e. 10 % sand/salt mixtures (per pile) with loading;

f. a carrier or tractor with a power of over 80 kM dual-drive with a medium plough with a bow steel blade -1 pc.;

g. carrier with sandblaster and salter with a capacity of min. 5 m3 with medium single-sided plough - 3 pcs.;

h. Sandblaster carrier with a capacity of at least 5 m3 with a medium-sided single-sided plough – 1 pc.

2. The Contractor's obligations include, m.in:

a. snow removal of county roads according to the list from Table 1;

b. combating slippery slopes on county roads according to the list in Table 1;

c. ensuring the availability of the Contractor's employees responsible for the proper performance of the service;

d. marking the vehicle in the manner specified by the Ordering Party - yellow flashes;

e. The contractor will load the roughening material from the storage yards

3. The Ordering Party requires that the carriers with sandblasters are equipped with a GPS device with sprinkling and ploughing sensors. Each equipment must be equipped with a mobile phone, the Contracting Authority shall provide the Contractor with a detailed system of contact between the ZDP or OD duty officer and the carrier operator - e.g. contact at a designated time or a specific location of the equipment. The Contractor shall enable the Contracting Authority to view in real time the operation of equipment equipped with GPS through the appropriate

computer program. Once a calendar month, the Contractor shall provide the Contracting Authority with an archived history of equipment operation on an electronic medium. The cost of purchasing a mobile phone, telephone calls and installation of GPS devices shall be charged to the Contractor. The Contractor is obliged to report the failure of GPS devices each time.

4. For the duration of the contract, the Ordering Party shall lend the Contractor free of charge a sandblaster and a one-sided medium plough with a head;

Winter maintenance of roads and district streets in the municipality of Ostróda, the city and municipality of Miłomłyn (seasons 2023-24, 2024-25, 2025-26)

Winter maintenance of roads and district streets in the municipality of Ostróda, the city and municipality of Miłomłyn (seasons 2023-24, 2024-25, 2025-26)

1. The Contractor shall prepare:

a. Sandblaster carrier with a capacity of min. 5 m3 with medium single-sided plough -1 pc.,

b. a carrier or tractor with a spreader with a capacity of min.5 t – 1 pc.,

c. tractor with a power exceeding 80 hp, dual-drive with a bow steel blade - 2 pcs.,

d. loaders with a bucket capacity of up to 0.9m3 – 2 pcs.

2. The duties of the contractor shall include:

a. snow removal of district roads (urban and non-urban) and loading of excess snow on self-unloading trucks substituted by the Ordering Party (according to the list from Table 2);

b. combating slippery slopes on roads and county streets (according to the list in Table 2);

c. ensuring the availability of the Contractor's employees responsible for the proper performance of the service;

d. marking vehicles in the manner specified by the Ordering Party - yellow flashes;

"Winter maintenance of district roads in the Dąbrówno commune and Grunwald commune (seasons 2023-24, 2024-25, 2025-26)"

1. The Contractor shall prepare:

a. tractor with a power exceeding 80 hp dual-drive with medium steel bow plough - 2 pcs.;

2. The Contractor's obligations include, m.in:

a. snow removal of district roads,

b. ensuring the availability of the Contractor's employees responsible for the proper performance of the service;

c. marking of vehicles in the manner specified by the Ordering Party - yellow flashes;

3. The Contractor shall notify the duty officer of the Road District No. 1 in Ostróda about the time of commencement and end of work on the winter action on a given day.

4. In the event of adverse weather conditions, the Contractor shall substitute the ordered equipment within the time offered in the offer form from the moment of telephone notification by the Road Circuit Manager or the Circuit on duty, regardless of the time of day.

5. The Contracting Authority shall specify the routes on which the winter action takes place and may change them in order to facilitate the performance of the task, informing the Contractor about it.

6. The Ordering Party reserves the right to change the list of roads subject to winter maintenance.

"Creation and maintenance of the base with a storage yard in odl. up to 5 km from m. Ostróda (winter seasons 2023-24, 2024-25, 2025-26)"

1. The Contractor shall prepare:

a. bases with a storage yard in the town of Warsaw. Ostróda or in odl. approx. 5 km from the city limits;

b. sand and loading;

c. salt with loading;

d. sand with salt 30% with loading;

e. 10 % sand/salt mixtures (per pile) with loading;

2. The Contractor's obligations include, m.in:

a. organize and maintain a landfill site which must meet the conditions of point 3 of the General Specifications. It is allowed, by agreement, to construct a storage yard (landfill) on natural ground with a compacted substrate for roughening materials to combat winter slipperiness;

b. The contractor who wins the tender must prepare the roughening materials with a reserve for two weeks. There is no limit of material protection for a period of time (2 weeks), only it is determined that the material will be at continuous disposal during operation in a given landfill in quantities that meet needs;

c. the contractor who wins the tender shall present from each new batch of materials for acceptance to the Contracting Authority current and original results of tests of roughening materials in accordance with the requirements of point 6 of the General Specifications; The Contractor shall present certificates and approvals for salt and sand.

3. The Contractor, in the presence of the Contracting Entity, shall take samples for testing materials such as: mixture of sand and salt 30%, mixture of sand with salt 10% in accordance with the requirements of point 3.7 of the General Specifications; the results of the tests shall be provided by the Contractor to the Contracting Authority in the original;

4. The contracting authority has the right to carry out control tests at landfills during the action. If it is found, after receiving the test results, that the materials from each new batch of material used by the Contractor deviate from the requirements of the standards, the Ordering Party shall impose penalties in accordance with the contract.

5. The Ordering Party has the right to control the production and storage of materials and to determine the stock (the Ordering Party does not pay for stocks remaining in landfills after winter).

6. The Contractor is obliged to load with materials for winter road maintenance all vehicles substituted by the Contracting entity or Contractors other parts of winter road maintenance in the area of operation of Road Circuit No. 1 in Ostróda. The Contracting Authority shall each time inform the Contractor about vehicles being substituted for loading.

7. In the event of adverse weather conditions, the Contractor shall be ready to load the substituted vehicles within the time offered in the offer form from the moment of telephone notification by the Road Circuit Manager or the Circuit on duty, regardless of the time of day.

8. The Ordering Party shall pay the Contractor for the materials used (i.e. after the material has been used to combat slippery conditions on roads and streets).

"Winter maintenance of sidewalks in the strings of district streets in the city of Morag (seasons 2023-24, 2024-25, 2025-26)"

1. The Contractor shall prepare:

a. a tractor or carrier with a medium plough with a rubber blade with a plough width up to 1.5 m adapted for snow removal of sidewalks -1 pc.,

b. a carrier or tractor with a spreader with a capacity of 2.5-3 t adapted for sprinkling sidewalks -2 pcs.

c. carrier or tractor with a brush for cleaning pavements -1 pc.

2. The Contractor's obligations include, m.in:

a. snow removal of district sidewalks in the area of operation of the city of Morąg and loading of excess snow on self-unloading trucks substituted by the Ordering Party according to the list from Table 3;

b. snow removal, sidewalks, parking bays each time upon notification and according to the list presented by the Ordering Party - max. 10 000 m2 per day according to the list in Table 3;

c. combating slippery sidewalks in the strings of district streets in the city of Morąg according to the list from Table 3;

d. clearing mud and other debris from sidewalks;

e. manual snow removal of pedestrian crossings;

f. ensuring the availability of the Contractor's employees responsible for the proper performance of the service;

g. marking vehicles in the manner specified by the Ordering Party - yellow flashes;

h. post-winter cleaning of sidewalks in the strings of district streets in the city of Morąg, - if the Contracting Authority decides that these works must be performed by the Contractor. Pavements along their entire width will be cleaned.

3. The Contractor shall be loaded with roughening material from the storage yard.

4. The Contractor shall notify the duty officer of the Road Circuit No. 2 in Morag about the time of commencement and end of work on the winter action on a given day.

5. In the event of adverse weather conditions, the Contractor shall substitute the ordered equipment within the time offered in the offer form from the moment of telephone notification by the Road Circuit Manager or the Circuit on duty, regardless of the time of day.

6. The Ordering Party shall provide the location of the storage yard for roughening materials in the town of S. Morag or in odl. .max. 10 km from the borders of the city where loading will take place.

7. The Ordering Party reserves the right to change the list of sidewalks subject to winter maintenance.
