The city of Osterhofen is planning the realignment of the land use plan with an integrated landscape plan for the entire municipality. The town of Osterhofen has approximately 11,600 inhabitants with a total area of 111 km² (11,100 ha).

The basic services of the service phases 1-3 for the area planning of the land-use plan performance plan in accordance with § 18 para. 1 HOAI 2021, part 2 section 1 in conjunction with appendix 2 HOAI 2021. Furthermore, the basic services of the service phases 1-4 of the landscape planning service profile are gradually awarded in accordance with § 23 paragraph 1 HOAI 2021, Part 2 Section 2 in conjunction with Annex 4 HOAI 2021.

In addition, special achievements are also awarded in both service models (see Annex 9 HOAI 2021). The necessity of the respective special services is to be assessed by the bidder and is queried by means of the offer sheet and within the framework of the award criteria.

In 2006, the last comprehensive revision of the zoning plan was carried out in sub-areas, approximately one third of the municipal area. The land-use plan from 1988 still applies in the majority of the municipality. The vitality check carried out has already been used to determine the current conditions with regard to vacancies, interior gaps and potential. In addition, numerous areas have been identified as a “building land reserve”, which, until now, for the most part, cannot be used as building land due to lack of availability. However, these areas are inhibiting urban development. Based on these findings, it is now appropriate to rearrange the building expectation areas with the help of a revised zoning plan and to adapt future urban development to the requirements of the time.

The Osterhofen urban area includes areas in fixed flooding areas. In those areas, a land use planning ban applies, which basically includes a restructuring of the land use plan. The city of Osterhofen, however, plans to become active in those areas in planning nonetheless by incorporating the urban development opportunities identified in these areas into the land use plan only as a memorandum and, if the land planning ban is abolished, a further cover sheet for land-use plan could be presented definitively and legally effective.

Due to the importance of the restructuring of the land use plan for the future urban development of the city of Osterhofen, particular emphasis is placed on the early and comprehensive involvement of citizens and all other relevant actors. To this end, the contractor is particularly expected to have experience in process and project management as well as the ability to develop an innovative strategy for integrating urban society into the upcoming planning and decision-making processes.

The administration assumes a multi-year planning period, which is why it is important for the city of Osterhofen to start restructuring the zoning plan as soon as possible.
