The public contract is a framework agreement which fixes all the contractual stipulations. It is carried out as and when order forms are issued under the conditions set out in articles R. 2162-13 and R. 2162-14 of the public order code. The framework agreement is concluded without minimum and without maximum for its entire period of validity within the meaning of article R. 2162-4, 3
The public market includes:
- a share of foreseeable services concluded at global and fixed price;
- a portion of non-programmable services concluded at unit prices.
The part of foreseeable services corresponds to the operation, upkeep and preventive and corrective maintenance of thermal installations (P2 services), smoke extraction and pneumatic transport. The part of non-programmable services corresponds to major preventive and curative maintenance of thermal installations (service P3), the supply of filters and non-programmable services for smoke extraction and pneumatic transport. All the services that can be provided are described in the Special Technical Clauses Book (CCTP).
