The object of the contract is the installation and rental of prefabricated premises with design and work monitoring services while meeting the objectives defined in the program and the technical and functional provisions.

The contract aims at the designation of an economic group in charge of the complete mission of design, realization, execution and provision of the installations as described in parts III and IV of these specifications for the duration of the lease of "five minimum years ”of a set of prefabricated turnkey modules intended for consultation rooms.

The market is split into a firm phase and a conditional phase.

The choice of the sliced market is based on the uncertainty of obtaining all the administrative authorizations necessary for the temporary installation of the prefabricated modules dedicated to consultation rooms.

The tenderer is obliged to submit prices for all the components of the firm phase and for all the components of the conditional phase.

The firm commitment of the contracting authority is limited to the single firm tranche. The contracting authority reserves the right not to order the conditional phase and the successful tenderer may not claim any compensation.

In the event of a conditional order of installments, the performance of the contract is always subject to the application of the clauses of these special specifications.

The conditional phase will be ordered by means of notification letter.

The segments in question are as follows:

- the firm phase "design phase" includes the following services:

—— design studies preparatory to the installation of modulars;

—— the establishment of application files, certificates and town planning authorizations necessary for the performance of services, in particular the building permit file;

- the conditional phase "execution phase" includes the following services:

—— carrying out preparatory work, in particular preparing the land to receive the modulars, demolition of small-scale structures found in the basement, foundations of the modulars, felling trees and pruning, etc.

—— the manufacture and supply of complete modular structures equipped as required in the technical program, transport, assembly, installation, assembly of modules;

—— site protection and site installations;

—— work necessary for the commissioning of buildings, including networks: connection of modular units to the building and existing networks (rainwater, electricity, drainage, IT, etc.);

—— providing access for people with reduced mobility when exiting the modular assembly;

—— interventions in after-sales service during the rental period;

—— uninstallation, removal of modular units at the end of the rental period.

For this complete mission, the contracting authority wishes to appoint a multidisciplinary team composed at the very least of:

- an architect;

- a PEB advisor;

- a stability engineer;

- a contractor competent in the field of prefabricated construction (manufacture and installation);

- the same person may have several skills, but the skills of the architect and contractor entities must at the very least be distinct. Given the need for the independence of the architect, the architect and contractor entities must also appear in the bidding entity (i.e. the economic group) and the latter cannot therefore be subcontractors. one another;

- a team of participants is formed into a group of economic operators. The provisions of articles 77 and 78 of the judgment… (see contract documents).
