Description:
Appointment of a multidisciplinary team for the complete study and monitoring of the execution of the renovation/construction and development works around the autonomous boarding school of the French Community (IACF) of Tamines.

The site concerned by the mission is located Rue Barthélemy Molet, 172 in 5060 Tamines.

It is composed of several plots, one of which is occupied by several buildings and the other is a plot, in part, to build: SAMBREVILLE 4 DIV, SECT B, 257R & 250E3 and SAMBREVILLE 4 DIV, SECT B, 254C.

The boarding school now houses a population of about 200 boarders from all levels and types of education, ordinary and specialized, two thirds of whom of the children welcomed by the boarding school are placed by the Youth Assistance Services and the Youth Protection Services.

The current boarding school extends over two sites, that of the rue Barthélemy Molet known as the "Château Soupart", and that of the rue Saint-Martin in the center of Tamines. The two sites are separated by about two kilometers. The site on Rue Saint-Martin is destined to be decommissioned and disposed of. The interns who are accommodated there will be repatriated to the site of the "Château Soupart".

On the site of the castle, the program includes among others:

- the construction of one or more buildings with a total surface area of approximately 3,500 m², accommodating 170 residents;

- the redevelopment of all the outdoor spaces, whether those of the "Château Soupart" or those of the new building(s);

- the demolition of a prefabricated and asbestos building;

- the work of upgrading and compartmentalization of the basements and technical spaces of the "large offices" and the castle.

Where the new constructions will have to accommodate 117 new beds for children from 10 years old. That is to say, pupils in basic education, from 3rd to 6th year as well as children attending secondary education, from 1st to 6th, in areas that will have to be distinguished. And possibly higher education.

In addition, the practice of sport will be honored in the accompaniment of the interns whether within the new building(s) but also by proposing specific arrangements around the castle and the new building(s).

The development of the existing park and landscape enhancement must include the following functions:

- Parking for staff but also for buses;

- Sports facilities ("Agora space", ...);

- Existing vegetable gardens and its greenhouses.

The minimum skills required for this market are: architecture, stability, special techniques, landscape, integrated furniture, first equipment, acoustics, EPB, as well as coordination between the aforementioned disciplines.

The mission of the survey of the land / buildings as well as the mission of coordination of safety-health and hygiene (CSSH) will be entrusted to third parties.

The closed envelope budget for the entire program is € 9,500,000.00 including VAT and fees.

The fixed amount of fees for all studies and monitoring of implementation is capped at € 1,050,000 including VAT. It is a flat-rate contract at a global price.
