First, only an agreement for the first phase, the development of a result system based on the program of requirements, is concluded (development). After the successful completion of the first phase (for at least 90%), the agreement for the second phase is concluded with which the delivery, migration, implementation and maintenance of the developed result system based on the program of requirements is contracted (implementation and operation). After the development and implementation phase, the agreement has an initial duration of five (5) years for the exploitation phase with the possibility to extend it ten times (10) for two (2) years. The contract shall be awarded to the Tenderer with the Most Economically Advantageous Tender on the basis of the award criterion best value for money. The intended start date of the development phase is 1 November 2023.

Windesheim wants to enter into an agreement with one contractor for the development, implementation and operation of (Student) Result System. Because the desired result system is not available as a standard application, it is chosen to develop this system and then have it hosted and managed by the developer.
