TNW_HLS_KJF - Replacement building HPZ Rottal-Inn in Eggenfelden - Technical equipment (HLS)

The KJF building in Eggenfelden, built in 1983, houses the Rottal-Inn Curative Education Centre with the facilities of the St. Ruppert School for pupils with intellectual disabilities (lessons and sports use), a curative education day care centre, a school preparatory facility and an integrative kindergarten. The original plan to renovate the existing building was dropped due to an economic assessment.

It was decided to build a complete (replacement) new building. The existing building must be completely demolished and then the ground for the new building must be prepared. The connection to the public development will be renewed and adapted to the new circumstances. There is an existing infrastructure, which can be used for the replacement new building.

The basic services of the service phases 5 - 9 of the specialist planning services of the technical equipment - HLS, plant groups 1, 2, 3, 7 and 8 according to §§ 53, 55 para. 1 in conjunction with Anl. 15 HOAI 2021, in plant group 1 the performance phase 4 will be added.

As additional services, the specialist planning services of the Technical Equipment Plant Group 1, 2 and 3, if they are required for a school-specific use of the container solution, are optionally commissioned.

Should it turn out within the framework of the final funding possibilities to be clarified that for economic reasons school and day care center are to be accommodated in two separate buildings, the planned (replacement) new building would have to be split into two buildings if necessary. This would not mean one (replacement) new building, but two (replacement) new buildings, so to speak.

In consultation with the client or the user, it was decided to outsource the entire school during the construction phase and to carry out the construction project in one construction phase. It is currently assumed that a container school will be built at a suitable location for school operations during the construction period. For this purpose, partial planning services are necessary in addition to the object planning of buildings and interiors also from the areas of HLS, electrical, outdoor and structural engineering.

In the case of the services relating to the technical equipment (here: HLS), no complete planning in the sense of the service phases 1 ff. of the performance profile of § 55 HOAI should be necessary. Rather, a usual equipment of the containers with regard to plant groups 1, 2 and 3 is to be assumed. Only with regard to the school-specific use may partial services be necessary and necessary, e.g. instead of an ELT heating, a gas or oil heating. The sanitary facilities would also have to be separated according to staff and students and partly also wheelchair-accessible. A care room with shower could be necessary or a toilet for the SVE children. For the day care center with food distribution, a kitchen with dishwashing facilities should be considered. Drainage and irrigation pipes with connections are needed.

For the upcoming new building, including swimming pool / indoor swimming pool, there is already a feasibility study and preliminary work (work phases 1 - 3). The fire protection concept based on the design planning is also available. The space requirement according to the preliminary space program for the school of 26.11.2020 and approved space program for the day care center of 21.04.2022 will be met.

The construction phase, including planning and tendering, should be kept as short as possible due to the current cost increases.
