The aim of the works framework contract is to consolidate 3 glazed facades of the JDE office building, rue Belliard 99-101, to counter the effects of explosions coming from areas that can be accessed by the public or by car.
Anti-shatter film (ASF) must be used for this protection, and its thickness is determined in accordance with the specific glazing request. It should be noted that the ASF's role is to limit the projection of debris into the building in the event of an explosion; it does not strengthen existing glazing.
The contract is divided into 3 sections (A–C); the Committee reserves the right to order them separately. The sections are:
section A: works to apply anti-shatter film for the northern interior glazed facade (rue Belliard)*;
section B: works to apply anti-shatter film for the eastern glazed facade (rue Belliard, Parc Léopold side);
section C: works to apply film for the western glazed facade (rue Remorqueur).
* The northern facade is a 'double skin' facade for which there is no realistic solution to strengthen the external facade, as the latter is considered sacrificial.
Since this work to strengthen the glazing is specific and repetitive, it must be carried out in a professional manner by contractors experienced in these fields.
