installation of anchorages, provision and movements of barges, as part of the pyrotechnic art festival held in July and August in the Bay of Cannes.The consultation will give rise, pursuant to articles R. 2162-1, R. 2162-2 - paragraph 2, R. 2162-4-2°, R. 2162-13 and R. 2162-14 of the Public Order Code, to the conclusion of an agreement- mono-attribute frame. This framework agreement will be composite, i.e. partly corresponding to an ordinary contract at a global and fixed price (part A), and partly to a framework agreement with purchase orders at unit prices (part B) .The Framework Agreement is concluded without minimum, but with a maximum annual amount of 60,000 euros (excl. The Cannes Fireworks Festival takes place during the months of July and August. Fireworks are produced from barges anchored in the Cannes harbour. These barges allow the implementation of fireworks and the sound of the event.Every summer, 6 fireworks are scheduled (at least) between July 1 and August 31. They attract some 100,000 spectators each. These operations take place in the Bay of Cannes between the old port and the port Canto. The services subject of the contract concern: for the flat-rate part: - provision of 5 barges (modular or monobloc) of 120 m2 (plus or minus 5%) and 3 barges (modular or monoblocks) of 60 m2 (plus or minus 5%); - design, provision and installation of anchorages (two mooring sites per barge, one site of parking and a site dedicated to events); - provision of maritime and human resources for the setting up and dismantling on site, at docks, of barges, before and after each event; - follow-up of coordination of operations.For the part with purchase orders: - provision of complementary resources and carrying out of additional operations between 1 July 1st and August 31st
