The purpose of this contract is to author's mission for the construction of 15 inclusive, autonomous and solidarity-based housing units for the non-profit association Les Amis des Aveugles.

This is a public service contract relating to a complete architectural mission, that is to say from the design to the control of the execution of the construction work of the 15 housing units of the non-profit association Les Amis des Aveugles.

The services are specified in Part B of these special specifications and fall under CPV code 71200000-0 ("Architectural Services").

The chosen procedure is the competitive procedure with negotiation (Law of 17 June 2016, art. 38)

Pre-project phase: this phase begins as soon as this contract is awarded (see Article 14.1 of these special specifications) and ends when the permit application is submitted provided that it is declared complete. This phase consists of exchanges between the non-profit association and the tenderer with the aim of approving the project that will be the subject of the permit application by the non-profit association. As part of this phase, it will also be necessary to provide for consultation with local residents and municipal authorities.

 Project phase: this phase begins when obtaining the permits necessary for the realization of the project and ends when the public works contract(s) is launched (publication of the contract notice or sending of the invitation to tender according to the selected award procedure). It involves in particular the preparation of the contract documents including a descriptive quantity survey, as well as all the documents and tasks necessary for the proper award of the contract and its award.

 Execution phase of the works: this phase begins when the public works contract(s) are awarded until their provisional acceptance (including the drafting of the tender analysis report, assistance in the event of an appeal against the award decision, monitoring of the execution of the works, assistance from the contracting authority in the event of difficulties encountered with the contractor(s), etc.).

 Final acceptance phase: this phase begins on the day after provisional acceptance provided that all formalities have been completed and ends with final acceptance (including formalities). It therefore covers the warranty period of the work.
