The aim is to use digital questionnaires to test and substantiate hypotheses at certain points in the care process and to map evolutions in the disease and recovery process. In order to achieve this, there is a need for a low-threshold tool for our healthcare employees so that they can organize this in a simple and efficient way. In addition, the care recipients are also users, because they have the same need in a simple way to register their answers during a survey. Of course, taking into account that the patient must also be informed and, where necessary, can give his consent to participate in the survey.

The subject of this assignment concerns: Provision of software for digital questionnaires within the mental health sector.

In order to achieve this, there is a need for a low-threshold tool for our healthcare employees so that they can organize this in a simple and efficient way. Since this data is collected in a medical context, the application and associated data is part of the electronic patient record (EHR). Also within the framework of the Belgian Meaningful Use Criteria (BMUC) that were determined by the federal government, such applications are part of an EPD. Our current EHR supplier (Obasi) currently has limited functional capabilities in their application and cannot develop this in the mid-long term given the specific expertise required for this.

The tool should provide an answer to the following domains that give direction to our basic needs, which we expect to all be available in the application, whether or not in the form of specific modules. It is important to us that the application does not offer separate modules but expects a fully integrated concept.

At the same time, we emphasize that each care facility has a local care and associated quality policy and that therefore each facility must have the choice to be able to organize their operation in the application. It also follows that the care facility itself can determine which aspect of the care policy it operationalizes with the help of the tool. Based on our own planning and with possible specific questions for support. In the context of knowledge sharing and efficiency, we also want to use the group size. For us, the tool offers added value, if it contains the possibility, to easily transpose the questionnaire library from one care facility to another care facility. This creates our expectation that the software tool can handle this flexibility.

Finally, we mention that Organisatie Broeders Van Liefde houses both Dutch-speaking and French-speaking care facilities. In this assignment, the focus is primarily on our Dutch-speaking facilities. An offer for our French-speaking facilities is considered an option in this context, but where the needs described are also fully applicable from the French-speaking context.
