It is the desire of the contracting entities that the Framework Agreement will support strong competition for the tasks of continuous competition, the possibility of rapid and flexible allocation depending on the scale of tasks, and ensure a high quality of deliveries due to the knowledge and competence building that will happen throughout the contract period.
The tender of the framework agreement and the mini offer of the task relating to the installation form shall be carried out as an integrated process. This means that the bidder's offer on the assignment relating to the installation form also constitutes the bidder's offer for entry on the Framework Agreement. The hourly rates of employees indicated by the tenderer for the installation form, after the assignment of the installation form is assigned, shall be the tenderer's hourly rates on the framework agreement.
Regarding the mini-tender comprehensive development of an installation form:
The current installation form at Dansk Energi is not timely and contains a number of inappropriateness for both DSO companies as well as the power installers. There is therefore a need for the development of a new and updated installation form which simplifies and streamlines the work of the parties involved.
In 2019, in Denmark there were 3.4 million power connections and as a result of a general increase in the number of connections and requirements for enrollment of charging stations by more, this figure has increased by 2-3% per year. This increase is expected to continue.
The mini offer relating to the installation form includes:
- Project management and implementation in the design description of the System, development, testing, training and commissioning of the new system in close cooperation with the Customer
- Migration of data from the existing version of the installation form at Dansk Energi to the new version at VISUE A/S
- Documentation and guides
- Support, maintenance and further development
- Any licenses
- Specification of operational environment requirements
- Assistance with installation on operating environment
- Operating Documentation for Operating Supplier
- Operation
It is estimated that the installation form will include about 1-1.2 million connections. The system is to be able to be developed with up to 250,000 meters, spread across up to 25 companies.
Prequalified bidders will be allowed to review the existing installation form solution via a guest access.
The expected development course is 10 months, as provided further in the procurement material.
