The object of the order is the design and construction of the expressway S19 Białystok — Lubartów, Kock (beginning of the ring road) - Lubartów in Lubartów Północ, from 2 Kock (end of Wola Skromowska ring road) - in Lubartów Północ (without interchange) about 15,824 km.

The order consists in the execution of design work, the execution of construction works in the field of: expressway, reconstruction of roads interfering with the planned expressway, construction of additional carriageways, services of travellers, making paving lanes of the area for maintenance of the expressway, engineering facilities, culverts, pavements, bicycle paths, road body drainage system, melioration network, melioration drainage, existing courses, existing rivers and ditches, environmental protection equipment, acoustic screens, anti-dazzle screens, infrastructure related and unrelated to the road, traffic safety equipment, traffic management system, road lighting, road fencing, demolition works, tree felling, green plantings and preparation of documentation and obtaining the required decisions allowing proper use of the road.
