In the coming years, SCC and its institutions (hereinafter also referred to as the Contracting Authority or the Client) will carry out a large number of (European) tenders. This mainly concerns European public procurement (complex and regular) and also multiple private and European non-public tenders. The tenders concern supplies and services in the field of business operations, with the focus on the fields of Facilities and ICT. There is insufficient capacity and expertise available internally for this. That is why there is a need for a flexible layer for procurement services for the project-based outsourcing of tenders on the basis of an obligation to achieve results, with the aim of reaching a framework agreement with one Contractor.
