1. The subject of the Order is the delivery and launch of the Intelligent Transport System of the City of Tarnów (in short ITS System).

2. The detailed scope of the order is specified in Annex 1 to the ToR.

3. This contract is one of the tasks of a broader project implemented by the Municipality of Tarnów under the name "Integration of public transport in Tarnów", co-financed by the European Union under the Regional Operational Program for the Malopolska Voivodship for the years 2014-2020. One of the goals of this project is to increase the use and quality of public transport in Tarnów and increase the flow of traffic on the city's main arteries.

4. The obligation to employ on the basis of an employment contract is specified in the ToR and the contract.

1. The subject of the Order is the delivery and launch of the Intelligent Transport System of the City of Tarnów (in short ITS System), which includes:

1) Expansion of the server room;

2) Equipment of the Traffic Control Center (CSR);

3) Construction of telecommunications connections;

4) Modernization of intersections;

5) Delivery, commissioning and configuration of the Traffic Control System;

6) Traffic Intensity Measurement and Classification Subsystem;

7) Launching the travel priority system;

8) VMS variable content tables;

9) Video monitoring system - CCTV;

10) Supply, installation and commissioning of a weather station;

11) parking information system;

12) Supply, commissioning and configuration of the APD platform - systems integration application.

2. 3. The specific objectives of this contract are, among others:

1) Improving public and individual communication, including:

a) Controlling car traffic in the road network and reducing its congestion,

b) Effective use of existing road and transport infrastructure,

c) Improving travel conditions,

d) Providing current, dynamic information on the availability of parking spaces,

e) Increasing the demand for travel by public transport, thanks to the improved passage through the city using the priority subsystem for public transport vehicles.

2) Increasing public security, including by expanding the Tarnów video monitoring system,

3) Environmental protection.

4. Under this contract, the Employer intends to purchase a complete IT and technical infrastructure together with the necessary software and services to enable the launch of the Intelligent Transport System of the City of Tarnów.

5. The order includes in particular:

1) Expansion of the server room with IT devices and software necessary for the proper operation of the ITS System.

2) Equipping the Traffic Control Center (CSR) with the necessary IT equipment and software, as well as office equipment and equipment as well as room arrangement.

3) Construction of approx. 22 km of fiber optic telecommunications connections;

4) Modernization of 27 intersections (without changing their geometry) and 2 pedestrian crossings within the scope of:

- delivery and launch of new traffic lights controllers (17 pcs.),

- replacement of parts of signal masts and signaling devices,

- retrofitting vehicle detection with induction loops,

- replacement of part of the traffic light cabling,

- delivery and commissioning of necessary hardware infrastructure.

5) Delivery, commissioning and configuration of area motion control system;

6) Supply and start-up of the traffic intensity measurement and classification subsystem based on ANPR cameras (ARCP);

7) Delivery and implementation of a transit priority system for public transport;

8) Delivery, assembly and commissioning of 3 variable message boards (VMS);

9) Delivery and commissioning of the video monitoring subsystem (CCTV);

10) Delivery, assembly and commissioning of 3 pcs of meteorological stations with the subsystem for monitoring environmental pollution and measuring noise;

11) Delivery and commissioning of the parking information subsystem for approx. 600 parking spaces as well as delivery, assembly and commissioning of parking information boards in 5 locations;

12) Delivery, commissioning and configuration of the APD platform - an application integrating subsystems;

13) Delivery of other materials and execution of other works necessary for the comprehensive launch of the ITS System, to the extent described in the description of the subject of the contract.
