Description:
Supply contract for the acquisition of licenses for an integrated enterprise GIS ecosystem and software maintenance services

By awarding this contract, the adjudicator seeks to acquire an enterprise GIS solution based on a single centralized repository of network asset data (“single version of the truth”) and acquire all the necessary tools for the administration, management, consultation, dissemination of this data within the entire business.

In functional terms, the market perimeter can be seen as the acquisition of licenses for an integrated enterprise GIS ecosystem. This solution should cover at least the following functional perimeters:

• GIS NIS (Network Information System): Geospatial and attribute repository of AS BUILT assets, including the underlying topological model for its back office and mobile components;

• Maintenance GIS: Tool for planning and monitoring network asset maintenance policies for its back office and mobile components;

• GIS studies: Tool allowing the realization and end-to-end monitoring of studies aimed at the modification/extension of networks.

By integrated enterprise GIS ecosystem it is understood:

• A GIS solution with web, desktop and mobile components that can be deployed throughout the company;

• A GIS solution whose components benefit from native integration;

• A GIS solution capable of sharing and manipulating the same datasets;

• A GIS solution whose components offer coordinated release cycles;

• A GIS solution whose components are based on the same technological frameworks;

• A GIS solution that can be deployed while respecting the principles of resilience, high availability and “scalability”;

• A GIS solution exposing data and functionalities in the form of services;

• A GIS solution that natively reconciles spatial and non-spatial components of ORES asset data.

These functional characteristics and those defining an integrated technical base are particularly important for the market because they are a necessary condition for the success of the GIS aspects included in the SmartGrid programme and more broadly in the strategic plan of the adjudicator. The economic operator selected must imperatively have a proven solution in terms of functionalities and this with players with a size/complexity equivalent to that of the adjudicator.

The market consists of the acquisition of the licenses of an integrated enterprise GIS ecosystem and software maintenance services

The following elements are within the scope of the market:

• The purchase of the necessary licenses to cover the functional perimeter described in the previous section;

• Software maintenance services. By “software maintenance”, it is understood the maintenance of standard software (excluding configurations, settings, interfaces and specific developments) covering in particular the resolution of incidents and access to all new versions of the software (major upgrade, update and patch);

• Ad-hoc support services such as quality assurance and training services for users of the solution

The following items are outside the scope:

• Services for the implementation, integration and parameterization of the enterprise GIS ecosystem in the adjudicator's IT environment.
