Power to Change is seeking suitably qualified Service Providers to oversee the design, implementation and management of its Empowering Places Programme for a period of 2 years. Power to Change shall have the option to extend the contract for additional 12 month periods for a total contract term of 60 months (2+1+1+1 years) subject to satisfactory performance and at Power to Change's sole discretion. Giving a total potential term of 5 years.
The Service Provider will have overall responsibility for delivering the Empowering Places programme, working closely with Power to Change and with the appointed grant administration and evaluation partners for the programme.

The Service Provider's objectives for the contract will be:
— To oversee management and delivery of the Programme over 2 years between 2017-2019.
— To manage the Capacity Support budget of 650 000 GBP over 2 years between 2017-2019.
— To support Local Catalysts to develop Strategic Plans and activity that will enable their Places to develop community businesses to address local issues and improve socio-economic conditions.
— To actively engage with Local Catalysts and Places to understand their Capacity Support needs and adapt the service provision to fit.
— To oversee the delivery of Capacity Support to Local Catalysts and Places in a way that is relevant to the aims, outcomes and focus areas of the programme.
— To facilitate and coordinate collaboration between Local Catalysts, Places, Support Providers, the Evaluator and Power to Change.
— To work pro-actively with the Evaluator and Power to Change to use Local Catalyst, local and national data to refine the approach to programme management, adapting working practices in response.
However, we do expect the precise nature of our Empowering Places Programme and the needs of its Local Catalysts to change over the Contract period. The need to adapt to changing circumstances and be able to reshape activity to suit the needs of applicants whilst meeting the objectives for the programme is an important part of how the Service Provider will need to operate.
