A cost benefit assessment of open access requirements under the Broadband Guidelines in context of the UK Market.
The objective of the review is an in depth cost benefit analysis of the proposed leased lines exception. As it is an exception from the open access rule (not provided for in the EU State aid rules and practice), the leased lines exception needs to be justified. The expert is asked to find evidence to support whether or not the leased lines exception can be deemed justified. In this context the cost-benefit analysis should also look at impacts on completion, including the distribution of costs and benefits among various market factors.
