The Association of the North East Councils Trading as North East Procurement Organisation (NEPO) is seeking to establish a Framework Contract with a sole supplier for the Provision of a Vendor Neutral Managed Service for Temporary Agency Resourcing. The solution will provide for all types of temporary agency resource and across a number of supply categories on behalf of NEPO Members and NEPO Associate Members. The successful supplier must be able to source and manage the effective provision of Temporary Agency Resource across all service areas and for all assignments; this will be up to 24 hours a day, 7 days a week, 365 days a year and across all skill sets as required. At the date of Framework Contract period commencement, 1.11.2018, the successful supplier, working closely with the incumbent supplier, will begin a phased implementation of all existing Framework Contract users to be completed by 31.3.2019.
NEPO is looking for suppliers who have a commitment to delivering social value as part of their offer and who are willing to work proactively with NEPO to deliver social value in the areas set out in the tender documentation. Proposals received in response to this notice will therefore in part be evaluated on the basis of suppliers' approach to delivering social value. Further guidance will be provided in the detailed tender documentation. The proportion of the evaluation attributed to social value will be up to 10% of the total evaluation criteria.
