The City of Löhne intends to conclude framework agreements in three lots for the collection, transport and delivery of items of correspondence, postal delivery orders and registered mail. Not included are parcel shipments as well as dialogue mail and comparable products.

LOT 1 - Letter items in lead regions 32 and 33:

Collection and transport of letter items up to an individual weight of 1,000 g and delivery of consignments in lead region 32 and in lead region 33.

The client operates a post office in Löhne, through which the expiring mail is sorted by lot and made available for collection unstamped, currently for 1 cost center per lot.

The contractual services include the transport (collection, transport and delivery including the necessary franking/sorting services) of postal items to the recipient in accordance with the contract and service description, which are part of the procurement documents.

The order volume depends on the future needs of the client. The quantities per lot contained in the price sheet serve as a forecast. A certain minimum purchase is not associated with this.

It must also be ensured that exceptional quantities are properly collected and delivered if necessary, for example due to occasional major shipping campaigns (e.g. elections, tax assessments, etc.).

The Contractor shall make the CO2 emissions or CO2 equivalents (CO2e) caused by the transport of the contractual postal items climate-neutral (see the procurement documents for more details).

LOT 2 - National and international letters excluding leading regions 32 and 33:

Collection and transport of postal items up to an individual weight of 1,000 g and delivery of the consignments internationally and throughout Germany, with the exception of consignments in lead region 32 and in lead region 33.

LOT 3 - Postal delivery orders and registered mail national and international:

Collection, transport and delivery of postal delivery orders and registered mail throughout Germany and internationally.

The formal service of documents, regardless of size and weight, must be carried out in accordance with §§ 177 et seq. of the Code of Civil Procedure and the North Rhine-Westphalian Administrative Service Act.

The postal delivery orders are handed over unsorted.

The Contractor shall draw up a daily delivery overview of the postal delivery orders handed over.

Shipment tracking: By appropriately marking the consignments and by recording their whereabouts, the Contractor shall ensure that the completion status of each delivery order handed over can be queried at any time on the basis of the indication of a file number and the order date and that the whereabouts can be traced.

The Contractor shall return the deeds of service to the Client no later than the 3rd working day after delivery has been effected.
